THE CHINESE MEDICINE HOSPITAL OF HONG KONG


Hong Kong Baptist University (“HKBU”) has been providing quality Chinese medicine (“CM”) service to the community for years. HKBU was awarded by the Hong Kong Government the Service Deed in June 2021 to manage, operate and maintain The Chinese Medicine Hospital of Hong Kong (the “Hospital”) in Tseung Kwan O. 


The Hospital will serve as a flagship CM institution leading the development of CM including Chinese Medicines (“CMs”) (中藥) in Hong Kong. It will be a change driver, promoting service development, education and training, innovation and research of CM in Hong Kong.  The Hospital will also execute and implement the Government policies on CM. 


The 400-bed the Hospital will be an integral part of the healthcare system of Hong Kong. It will seek to offer quality CM services meeting the healthcare needs of Hong Kong with patient safety and experience being the top priorities. The hospital services will cover primary, secondary and tertiary care with a view to promoting the development of specialised CM services.  The Hospital will provide pure CM services and services with CM playing the predominant role including integrated Chinese-western medicine (“ICWM”) services. The scope of services will include inpatient, day-patient, outpatient and community outreach services. Its patient services will comprise both Government-subsidised services and addon market-oriented services.


On training and education and research, the Hospital will collaborate with the local and overseas universities and other related institutions, providing specific healthcare training and education opportunities to local CM and western medicine professionals including support to the local universities to provide clinical placement for their undergraduate and postgraduate students, promoting evidence-based clinical research for CM and ICWM, developing research in CM theories, clinical use of CMs including proprietary CMs.

Responsibilities:


This role is report to the Hospital Chief Executive (“HCE”) and designed to serve as a strategic leader responsible for aligning nursing teams, Chinese Medicine Practitioners (“CMPs”), hospital departments, and patients to ensure the delivery of high-quality, integrated Chinese Medicine (“CM”) nursing care. This is achieved by strategically equipping the nursing team with foundational CM theories and effectively translating these principles into structured nursing education programmes, clinical protocols, and practical bedside implementation. 


Responsibilities:



  • Lead the nursing division;

  • Budget planning and monitoring on the nursing department and programmes;

  • Provide nursing input in the formation of policies of the divisions/department/units/services; 

  • Implement and evaluate the manpower planning, recruitment, deployment and retention strategies for nursing and related staff;

  • Set up and implement staff development plan to facilitate career progression for nurses; 

  • Lead the development, implementation and evaluation of nursing policies and standards within different divisions, department and units of the Hospital; 

  • Facilitate and participate in the development of nursing profession; 

  • Provide support service planning for the development of the Hospital; 

  • Assist in the development and implementation of organisation policies and plans; and

  • Report to the HCE. 


Education and Development



  • Educational Framework Development - develop and implement a comprehensive CM nursing education framework aligned with the Hospital’s mission and clinical objectives so as to provide support service planning for the development of the Hospital;

  • Competency Planning - establish short, medium, and long-term educational goals to progressively build and strengthen nursing competencies in CM; 

  • Standards, Protocols, and Competency Assurance:

  • Establish and develop nursing practice standards and clinical protocols integrating CM principles into routine care, ensuring compliance with regulatory, professional, and institutional requirements; 

  • Assess nursing competency through structured evaluation, supervision, and mentorship; 

  • Interdisciplinary Communication and Coordination - Serve as the central communication bridge between CMPs, nursing teams, and other hospital departments to ensure clear interpretation and implementation of CM treatment plans; and 

  • Patient and Family Engagement - Support nursing staff in delivering accurate and comprehensible explanations of CM treatments to patients and their families, thereby building trust and confidence in integrated CM care services.


Requirements: 



  • A postgraduate degree; 

  • Registered nurse practicing certificate issued by the Nursing Council of Hong Kong;

  • At least 10 years of hospital management experience with substantial experience in clinical nursing management; 

  • A highly motivated dynamic leader with a strong commitment to achieving strategic results; 

  • Excellent communication and interpersonal skills; and 

  • Excellent command of written and spoken English and Chinese.

The initial appointment will be offered on a fixed-term contract of three years and will be renewable subject to mutual agreement.
