Job Description - Head of Infrastructure (Regional Bank)

Our client, a prominent regional bank, is seeking an experienced IT leader to join as Head of Infrastructure Services. This strategic role is responsible for driving the reliability, resilience, and scalability of IT infrastructure and services that underpin the bank's business operations. You will lead infrastructure strategy, service delivery, governance, and major projects, ensuring robust systems and seamless IT support across the organization.

Key Responsibilities

Leadership & Team Development
- Build and lead high-performing IT teams, fostering a collaborative and positive culture.
- Drive operational excellence and ensure delivery of quality IT services aligned with business objectives.
Infrastructure Strategy & Roadmap
- Define and implement infrastructure strategy, architecture, and technical roadmap.
- Oversee design and optimization of local networks, data centers, and desktop environments.
Project Management
- Lead global, regional, and local IT projects from planning to execution.
- Collaborate with internal stakeholders and external partners to ensure timely, successful delivery.
IT Operations & Service Management
- Oversee IT service management, asset management, and operational processes including monitoring, capacity planning, patching, and release management.
- Manage change, incident, and problem resolution to maintain system stability.
Treasury & Trading Systems
- Ensure reliable support for trading floor systems, Market Data Services (MDS), dealer boards, and trading platforms.
Disaster Recovery & Risk Management
- Develop and maintain disaster recovery plans and conduct regular drills to ensure business continuity.
- Manage technology risk and ensure compliance with regulatory and security standards.
Vendor & Budget Management
- Oversee IT procurement, vendor relationships, and sourcing strategies.
- Manage IT investment and expense budgets, and advise on emerging technologies and solutions.
Governance & Compliance
- Strengthen IT governance, internal controls, and regulatory compliance across all infrastructure functions.

Requirements

Bachelor's degree in IT or related discipline.
Minimum 10 years of IT leadership experience, preferably in financial services.
Proven expertise in IT infrastructure, service delivery, and project management.
Strong knowledge of Market Data Services and trading platforms (e.g., Reuters, Bloomberg).
Familiarity with regulatory requirements and industry best practices.
Professional certifications such as CISA, CISM, CISSP, HKMA ECF-C; CCNA/CCNP, ITIL, PMP preferred.
Exceptional leadership, stakeholder management, and communication skills.
Agile, diplomatic, and transformational mindset.
Proficiency in English and Cantonese.
