Job Description - Senior Manager (New Industry)

Salary: HK$123,980 per month

Entry Requirements: Candidates must be permanent residents of the Hong Kong Special Administrative Region (HKSAR) at the time of appointment and should possess –

(a) a Bachelor or post-graduate degree in Science, Technology, Engineering and Mathematics (STEM) or related field from a university in Hong Kong, or equivalent;
(b) either (i) at least 10 years of management experience in a senior position with solid staff management and administrative experience, or (ii) at least 7 years of management experience in a senior position with solid staff management and administrative experience of which 6 years of experience is in the innovation and technology (I&T) field, artificial intelligence, data science and/or internet of things industries;
(c) reasonable knowledge of the government system;
(d) strong understanding and awareness of developments and trends with respect to I&T, artificial intelligence, data science and internet of things industries, with good ability to engage with different stakeholders. Relevant professional background or work experience in the artificial intelligence, data science and/or internet of things industries would be a distinct advantage;
(e) strong leadership and management capabilities, good interpersonal and communication skills; and
(f) strong command of both written and spoken Chinese (Cantonese and Putonghua) and English.

Duties:

(a) To provide expert advice and conduct in-depth analysis in artificial intelligence, data science and internet of things technology applications and industries development;
(b) To participate in formulating policy/supporting measures along the directions and strategies set out in the Hong Kong Innovation and Technology Development Blueprint;
(c) To provide secretariat support for meetings / engagement exercises with industry players and stakeholders in formulating policy measures to promote new industrialisation / new industry development;
(d) To liaise with Government bureaux / departments on facilitating measures to promote development of new industrialisation (focusing on such industries as life and health technology, artificial intelligence and data science, as well as advanced manufacturing and new energy technology) by, for example, attracting high-potential and representative strategic I&T enterprises or advanced manufacturers to set up/expand their businesses in Hong Kong, assisting the traditional industries to upgrading and transformation by applying I&T, and fostering start-ups;
(e) To assist in formulating and implementing the action plans against KPIs as set out by the Office; and
(f) To undertake any other duties as assigned by seniors.

Terms of Appointment: Successful candidate will be employed on non-civil service contract terms for a period of 18 months.

Fringe Benefits

(a) An end-of-contract gratuity will be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. The amount of gratuity, when added to the Government’s contribution to the Mandatory Provident Fund (‘MPF’) Scheme, in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
(b) Appointee will be eligible for 14 days of paid annual leave. Other fringe benefits, where appropriate, will be granted in line with the provisions of the Employment Ordinance, including full-pay rest days, statutory (or substituted) holidays, general holidays, sick leave and maternity or paternity leave (if applicable).

Submission of applications by fax will not be accepted. Applications which are not made in the prescribed form (G.F. 340), incomplete or late will not be considered.

To avoid delayed and unsuccessful delivery of mail items, please ensure that the correct address is clearly stated on the envelope and sufficient postage has been paid before posting. Mail items bearing insufficient postage will not be delivered to ITIB and will be returned to the sender or disposed of by the Hongkong Post, where appropriate.
