Job Description - Part-time Assistant Information Officer

Secretariat Press Office

Salary: HKD$191.2 per hour

Entry Requirements: Candidates should have –
(a) a bachelor’s degree from a Hong Kong university, or equivalent;
(b) met the language proficiency requirements of Level 2 results in the two language papers (Use of Chinese (UC) and Use of English (UE)) in the Common Recruitment Examination (CRE), or equivalent [see Note (1)]; and be able to communicate effectively in Chinese and English;
(c) good interpersonal skills and be able to cope with tight working schedules;
(d) at least five years of full-time working experience; and
(e) working experience in the preparation of newspaper clippings. Working experience in the Government and/or public organisations is an advantage.

Note:

(1) For appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE.
Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE or English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE.
An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

Duties:

(a) select newspaper articles on issues under the CEDB’s purview and those requiring the attention of senior officials and subject officers for compilation of newspaper clippings;
(b) monitor and circulate news reports to subject officers to draw their attention to topical and controversial issues;
(c) prepare transcripts of remarks delivered by senior officials and to assist in editing press releases;
(d) assist in handling media enquiries and in arranging media facilities as and when required; and
(e) perform any other duties as assigned by seniors.

The number of working hours is subject to the operational needs but will not exceed 18 hours per week normally. There is no guarantee on the minimum number of hours of work during the contract period. In general, successful candidate will be required to work according to the following schedule –
(i) Monday (excluding all general holidays) and working day after non-Sunday general holiday: 6:45 a.m. to 12 noon; and
(ii) Tuesday to Friday (excluding all general holidays and working day after non-Sunday general holiday): 6:45 a.m. to 9:45 a.m.

Terms of Appointment: Successful candidate will be appointed on non-civil service contract terms for two years.

Fringe Benefits Successful candidate is not entitled to any fringe benefit normally applicable to a full-time staff under the Employment Ordinance (including but not limit to paid annual leave, rest days, statutory holidays (or substitute holidays), maternity / paternity leave and sickness allowance, etc.), unless the employment undertaken by the employee for the Government constitutes a “continuous contract”. No gratuity will be granted at the end of the contract period.

The said form can also be downloaded from the Civil Service Bureau's website ( If candidates submit the old version form [G.F. 340 (Rev. 3/2013)], they will be required to fill in the new form [G.F. 340 (Rev. 7/2023)] afresh and submit it within seven days upon request. If candidates fail to submit the new form [G.F. 340 (Rev. 7/2023)] within the stipulated deadline, their applications will not be processed further.
(b) Completed form, together with copies of certificate(s) of CRE or HKDSEE or HKALE or equivalent, should be submitted to the contact address on or before the closing date for application. Please mark clearly “Application for the position of Part-time Assistant Information Officer” on the envelope. Applicants should ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting so as to avoid unsuccessful delivery of application. Any underpaid mail items will be returned or disposed of by the Hongkong Post, where appropriate.
(c) The postmark date on the envelope will be regarded as the date of application. Applications received after the stated closing date will not be considered. Applications submitted by fax or e-mail, or not made in the prescribed form, or which are incomplete (including without the required documents) will not be accepted. Do not send any originals of transcripts, certificates or other supporting documents.
(d) Candidates who are selected for recruitment interview will normally receive an invitation in about 1 to 2 weeks from the closing date for application. Those who are not invited for interview may assume that their applications are unsuccessful.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
