Job Description - Project Management Consultant

The International Potato Center (CIP) is a global, non -profit research organization that works to improve food security, nutrition, and income in developing countries through research and innovation in root and tuber crops, primarily potatoes and sweet potatoes.
CIP’s focus areas encompass a range of strategic priorities aimed at improving agricultural systems and livelihoods. These include crop improvement through the development of climate -resilient, high -yielding, and disease -resistant varieties of potatoes and sweet potatoes; sustainable farming by promoting environmentally friendly and resource -efficient agricultural practices; and nutrition and food systems, particularly using biofortified crops.

CIP seeks to onboard a PROJECT MANAGEMENT CONSULTANT to provide services for the upcoming CIP South Asia Regional Center. The primary objective of the PROJECT MANAGEMENT CONSULTANT is to support CIP South Asia Regional Center (CSARC) with professional technical expertise throughout the design and construction phases of the new research campus at Singna Farms, Agra, India.
This is a greenfield construction project aiming to develop a world -class potato research center. The construction requires the installation and development of all necessary services, utilities, and buildings.

The construction requires supervision by a PROJECT MANAGEMENT CONSULTANT who is independent of the appointed architectural and construction companies. The consultant will serve as an essential oversight mechanism to ensure and demonstrate that the design and subsequent construction adhere to all planned specifications, safety guidelines, quality standards, and contractual timeframes.

The National Horticulture Board (NHB) is the responsible authority for the construction competition and the build, with CIP acting as the key stakeholder and future operator.
The role aims to ensure that:
CIP’s functional requirements (offices, specialized laboratories, utilities, biosafety, and Health, Safety, and Environment (HSE) standards) are correctly translated into architectural and engineering design.

The construction is executed in strict accordance with approved plans, specifications, materials, quality standards, timelines agreed upon with the National Horticulture Board (NHB), and the appointed firms.

Any deviation, non -compliance, or technical risk is identified, documented, and communicated in a timely manner.

The Project Management Consultant will execute the following responsibilities during the consultancy:

Design and Requirements Verification

Monitor the design development process to ensure full alignment with CIP’s specific technical, laboratory, HSE, and functional requirements for a world -class research facility.

Verify that all specialized systems, including air conditioning/HVAC systems and utility installations, meet required performance and biosafety standards.

Construction Oversight and Quality Control

Conduct ongoing, systematic supervision of construction activities on -site to verify execution aligns with approved plans, specifications, and quality standards.

Ensure that all materials and workmanship comply with contractual requirements and national building regulations.

Ensure compliance with all site HSE safety guidelines throughout the construction process.

Project Management and Tracking

Develop, maintain, and track the project progress using best practices in project management, including monitoring critical paths and generating S -curves.

Identify, raise, and formally document any non -compliances, technical deviations, or critical risks immediately.

Provide comment on proposed corrective measures and follow up on their implementation.

Stakeholder Liaison and Representation

Act as the primary technical representative for CIP/CSARC in all interactions and meetings between:
  • CIP internal stakeholders.
  • The National Horticulture Board of India (NHB).
  • Relevant Uttar Pradesh State government departments.
  • The selected architectural and construction firms.

Reporting and Escalation

Maintain key CIP staff informed through regular (scheduled) meetings and professional reports.

Resolve day -to -day operational issues where possible, and elevate relevant, material concerns for decision -making by the Head of Operations (India) and Head of Administration–Global.

Requirements


INCUMBENT PROFILE

Education:

·       Bachelor’s degree in
civil engineering

Experience:

·       Minimum of 8 years of demonstrated progressive and relevant experience in construction management and oversight roles.

Specialization:


Have a
thorough knowledge of building construction processes and standards
including knowledge of building/construction design, calculations, and
structural integrity and specific knowledge of metal structure assembly
and earthquake -resistant construction.

 

·       Possess demonstrated extensive experience in construction
design, in construction project supervision (Owner's Representative or
similar oversight capacity) and have some experience in the preparation of
Technical Files.

Possess
a comprehensive knowledge of the National Building Regulations in India.

 

Complementary
expertise includes proficiency in:

o   Air Conditioning / HVAC systems.

o   AutoCAD.

o   Microsoft Project (specifically S -curve and critical path
analysis).

o   Knowledge and experience relating to specialized scientific
Laboratories.
