Key Responsibilities
Financial Planning & Budgeting
- Prepare the University's annual budget in consultation with various Schools and Departments.
- Monitor budget utilization and recommend corrective measures wherever necessary.
- Prepare financial forecasts, cash flow statements, and long-term financial plans.
- Advise the University Management on financial planning and resource allocation.
Accounts & Financial Management
- Supervise the maintenance of books of accounts in accordance with applicable accounting standards.
- Ensure timely preparation of monthly, quarterly, and annual financial statements.
- Monitor receipts, payments, bank reconciliations, and fund management.
- Oversee accounting for tuition fees, grants, research funds, donations, and other income sources.
- Ensure effective treasury and cash management.
Statutory Compliance
- Ensure compliance with Income Tax, GST, TDS, PF, Professional Tax, and other statutory regulations.
- Coordinate statutory, internal, and government audits.
- Ensure timely filing of statutory returns and financial reports.
- Liaise with auditors, regulatory authorities, banks, and government agencies.
Internal Controls & Risk Management
- Develop and implement robust financial policies, procedures, and internal control systems.
- Monitor financial risks and recommend appropriate mitigation measures.
- Ensure compliance with university financial regulations and approval processes.
- Strengthen financial governance and accountability across the University.
Payroll & Financial Operations
- Supervise payroll processing, employee reimbursements, and vendor payments.
- Monitor procurement-related financial transactions.
- Ensure timely release of salaries, scholarships, stipends, and other financial obligations.
Financial Reporting
- Present financial reports, management information reports (MIS), and analytical reports to the Vice Chancellor and University Management.
- Prepare reports for the Board of Management, Finance Committee, and statutory bodies.
- Provide financial analysis for strategic decision-making.
ERP & Digital Finance Management
- Oversee finance-related modules in the University ERP system.
- Ensure accuracy and integrity of financial data in Oracle ERP or equivalent systems.
- Promote automation and digitization of finance and accounting processes.
Team Leadership
- Lead, supervise, and mentor the Finance and Accounts Department.
- Allocate responsibilities and monitor staff performance.
- Conduct training programs to improve financial compliance and operational efficiency.
Coordination
- Coordinate with Schools, Departments, HR, Procurement, Examination, Admissions, and Administration for financial matters.
- Liaise with external auditors, banks, government departments, and funding agencies.
