Job Description - District Disaster Management Support

Location: District Level (Across Maharashtra)

Project Overview:

Project Management Unit for Technical Support and Implementation of Comprehensive Disaster Planning, Mitigation, Management and Response for Disaster Management, Relief and Rehabilitation Department, Government of Maharashtra

Role Overview:

- As part of the PMU team, work closely with the Team Leader and other team members in overall coordination and day-to-day execution of the project Prepare a work plan for the assigned district in consultation with PMU and District Disaster Management Coordinator

- Support the TL and district teams in data collection, reporting, and implementation of various initiatives under the project

- Ensure documentation including analytical reports of all project-relevant activities and communication with PMU and District disaster management team regarding disaster mitigation and preparedness-related initiatives being implemented at the district level

- Facilitate meetings and coordination with the concerned departments and stakeholders

- Work closely with DDMOs and other district stakeholders to understand DM priorities and facilitate implementation of all PMU-related activities on the ground

- Performs other related duties as assigned

Role Responsibilities:

- Act as the disaster management focal point of district by assisting the district disaster management team in the day-to-day coordination required for the smooth implementation of interventions initiated under PMU

- The supporting process of Hazard and vulnerability assessment of districts in coordination with the district disaster management team

- Prepare a synthesis report of results from Hazard and vulnerability assessments focusing on the district including recommendations

- Undertake community-based appraisal of vulnerability and adaptive capacity including socio-economic analysis of differential vulnerability with respective disaster profiles of assigned districts

- Facilitate and coordinate with district level Stakeholders including line departments, NGOs, CBOs, Youths, and Institutions involved with disaster preparedness, management, mitigation, and response plans

- Support in the development of knowledge products and training materials which can be used to train project teams, government partners, and stakeholders/beneficiaries with a focus on women, youth, and marginalized groups

- Undertaking exposure and knowledge exchange visits for community leaders to promote cross-sectoral learning for climate change adaptation and drought mitigation

- Support the development of community-based action plans for disaster risk reduction focusing on District specific disaster-prone areas

- Collect data, analyze and prepare reports and submit them to the department in consultation with PMU.

- Provide technical input and feedback to improve the quality of projects implemented on the ground

- Conduct multi-stakeholder consultations to identify and confirm adaption options including their costs, benefits, and risks.

- Provide inputs for developing strategy including prioritized adaptation options, implementation arrangements, implementation risks, training and capacity building plan, budget, and input into the project design and monitoring framework. Preparation of project progress reports.

- Perform other relevant tasks as required

Role Requisites:

- Bachelors/Master’s degree in disaster management/social studies/relevant field with minimum 2 years of experience

- Experience in planning, training, capacity-building activities for local officials, and awareness generation activities

- A good understanding of the district level disaster-related issues

- Expected to have a multi-disciplinary background, preferably in disaster management, mitigation and have a good understanding of the social and economic aspects of vulnerability

- Experience in developing adaptation projects and programs will be an advantage

- Ability to prepare written reports in a clear, concise, and meaningful manner

- Ability to work with minimum supervision

- Good written and spoken communication skills in English and Marathi are desired
