Role: District Program Manager, Balod Chattisgarh
Experience: 8-12 years
Salary: 10 to 12 LPA

Role Purpose :
The District Manager (DM) will report directly to the State Manager and will be based out of Balod. The DM will work closely with the State Academic Coordinators of Literacy and Numeracy at the State Office in Raipur, and will be responsible for all aspects of the FLN program in the district. Academic Coordinators (ACs) and the Training Coordinator (TC) will report directly to the District Manager. The District Manager will be responsible for the overall implementation of the FLN demonstration in Neev project schools of Balod district. Role Balance: The District Manager will take overall responsibility for the project in both academic and administrative dimensions, split as 50% Academic (time & effort) and 50% Administrative.

Key Responsibilities

  • 1. Program Management & Execution
    Ensure all outcomes and outputs are achieved as per the timelines in all blocks of District Balod. 
  • Manage the overall program at the district level. 
  • Develop a detailed activity plan for the district’s teacher trainings, Head teacher orientations, CAC/DRG (District Resource Group) capacity building, and Block official alignments. 
  • Oversee all workshops and training sessions for teachers, Head teachers, and CACs as per the approved annual plan. 
  • Manage invoices and logistics of all workshops & trainings in close coordination with the TC and ACs. 
  • Review the annual plan and progress of activities on a monthly basis with the TC and ACs. 
  • Document program progress and key processes monthly. 
  • Provide need-based support to the state and central teams in program design, planning, and review. 
  • Submit monthly, quarterly, and annual reports on program activities to the State Manager. 
  • Ensure registration and participant listing for professional courses, central events, and other need-based activities. 
  • Track all district activities against the approved annual plan and handle any other duties assigned by the State Manager.

2. Monitoring & Evaluation (Data Management)

  • Manage data for all assessments (informal, periodic, and third-party) and share monthly/quarterly reports with the State Manager.
  • Analyze and interpret data for review, presenting actionable insights to relevant stakeholders.
  • Manage and share monthly school monitoring data for the entire district.
  • Maintain updated records of school counts, teacher counts, student enrollment, and district/block officials.
  • Create and maintain a comprehensive district master sheet for all program-related data.
  • Manage and track monitoring data from visits conducted by officials and CACs.

3. People Management 

  • Conduct weekly review and planning conferences with all Academic Coordinators (ACs).
  • Facilitate monthly meetings with ACs and TCs in consultation with the State Academic Coordinators (SACs) and State Manager.
  • Collaborate with SACs to organize capacity-building sessions for ACs and TCs.
  • Conduct quarterly, performance-based one-on-one sessions with the entire team.
  • Manage leave requests and other administrative approvals as per organization policy.
  • Review and approve fortnightly plans submitted by ACs.
  • Lead the annual appraisal process for ACs and TCs.

4. Logistics & Invoice Management

  • Create and follow a structured checklist for training and workshop management.
  • Orient ACs and TCs on managing training sessions and review meetings.
  • Train ACs and TCs on invoice management and ensure the timely submission of all invoices (travel, training, and events) to the program associate.
  • Identify vendors and build long-term working relationships.

5. Stakeholder Engagement

  • Liaise with government officials regarding project monitoring and mentoring at district levels (including DEOs, DMCs, APCs, DIET faculty, BEOs, BRCs, and CACs).
  • Collaborate with district/block officials and DRGs to enhance their understanding of the FLN pedagogy reform, motivating them to conduct school visits to witness best practices.
  • Ensure monthly review meetings are held with block and district officials.
  • Submit monthly, quarterly, and annual reports to the district education department and State Manager.
  • Drive government ownership and sustainability of the program.

6. School Monitoring

  • Conduct a minimum of 10 school observation visits per month (non-negotiable requirement).
  • Log data from all school visits into the designated monitoring Excel sheet or mobile application.
  • Keep records of monitoring visits conducted by government officials up to date.

Qualifications, Skills and Abilities

  • Education: Post-Graduation or an equivalent degree is required; a background in Management is preferred.
  • Experience:
    • 5 to 7 years of experience in project management (preferably within education-related programs).
    • Prior experience working with district administrations and the state education system is required.
    • Experience working on early grades/primary education projects is highly desirable.
    • Proven experience in education projects involving training, material development, and capacity building.
  • Languages: Proficiency in reading, writing, and speaking fluently in Hindi and English.
  • Technical Skills: Proficient in MS Office Suite (Word, Excel, PowerPoint, Access, etc.).
  • Core Competencies:
    • Strong analytical mindset with robust problem-solving skills.
    • Excellent communication, interpersonal, and relationship-management skills.
