About the Role

Infopro Learning is seeking a Government Bidding & Capture Analyst to join our growing Business Development team. This role sits at the heart of our public sector strategy, blending government bidding expertise with capture management to win and deliver impactful learning solutions for federal, state, local, and Canadian government clients.

You’ll be the connector between opportunity and execution—ensuring our registrations are current, opportunities are identified early, solutions are compliant and competitive, and proposals are polished, persuasive, and timely. What You’ll Do

Registration & Compliance

• Own Infopro Learning’s presence on procurement portals (SAM.gov, FedConnect, Buyandsell.gc.ca, and state/provincial systems).

• Ensure registrations, certifications, and compliance documents are always current and audit-ready.

• Review bids for compliance and eligibility before pursuing.

Opportunity Sourcing & Capture

• Monitor federal, state, local, and Canadian procurement portals to identify and qualify opportunities.

• Serve as the government bidding SME in client and internal discussions.

• Build business cases, pricing inputs, and win strategies to position Infopro for success.

• Track and manage the full bid lifecycle from discovery to submission.

Proposal & Solutioning

• Partner with Sales, Presales, and Delivery teams to shape compliant, compelling proposals.

• Draft executive summaries, technical responses, and pricing narratives in a clear, persuasive voice.

• Prepare Statements of Work, solution briefs, and client presentations that translate needs into workable solutions.

Client Engagement

• Engage directly with government customers to clarify requirements and ensure proposed solutions align with expectations and regulations.

Documentation & Knowledge Management

• Maintain bid trackers, compliance checklists, and lessons learned to continuously improve.

• Build and manage a library of reusable proposals, templates, and supporting materials.

Market & Policy Awareness

• Stay up to date on procurement regulations, bid trends, and policy changes in the US and Canada.

What You Bring

Education & Experience

• Bachelor’s degree required; Master’s preferred.

• 2–5 years’ experience in government bid/capture management or technical solutioning for US government clients (mandatory).

• Experience with Canadian public sector procurement (preferred).

• Background in Learning & Development or training solutions (a plus).

Expertise

• Proven track record supporting bids compliant with the Federal Acquisition Regulation (FAR).

• Familiarity with GSA Schedules, IDIQs, and GWACs.

• Strong project management skills to juggle multiple bids with tight deadlines.

• Exceptional writing and communication skills, with the ability to tailor responses for technical and executive audiences.

• Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams); proposal management tools experience a plus.

Preferred Credentials

• APMP or PMP certification.

• Experience working with US civilian agencies, state/local governments, and Canadian procurement processes.

• Knowledge of competitive analysis, price-to-win strategies, and procurement intelligence.
