Job Summary

We are looking for an experienced professional with over 10 years of expertise in Cost Management, Quantity Surveying (QS), Billing, Tendering, and Contract Administration for real estate and infrastructure projects. The role involves providing commercial and contractual support across the project lifecycle, ensuring effective cost planning, tender management, budget monitoring, contract administration, and commercial advisory to project stakeholders.

Key Responsibilities

Cost Management & Estimation

  • Prepare conceptual, preliminary, and detailed cost estimates based on available project information and design documentation.
  • Develop project budgets during various design stages.
  • Prepare and review Bills of Quantities (BOQs) based on approved drawings and specifications.
  • Carry out rate analysis and cost benchmarking for various project components.
  • Develop and maintain cost databases for estimation and benchmarking.
  • Review project costs and recommend value engineering and cost optimization opportunities.

Quantity Surveying & Commercial Management

  • Review and certify contractor and consultant bills in accordance with contractual provisions.
  • Verify quantities, rates, and supporting documentation submitted for certification.
  • Prepare Job Cost Reports, commercial MIS, and cost analysis reports.
  • Monitor project budgets, commitments, and cash flow throughout the project lifecycle.
  • Support project teams in commercial decision -making and cost monitoring.

Tendering & Procurement Advisory

  • Prepare, review, and evaluate tender documents, work orders, purchase orders, and contract documentation.
  • Conduct tender scrutiny, bid evaluation, and comparative statements for bidder selection.
  • Assist in developing procurement and contracting strategies aligned with project objectives.
  • Coordinate with clients, consultants, and stakeholders during the tendering process.

Contract Administration

  • Review contract documents and provide commercial and contractual advice to project teams.
  • Administer contracts and maintain contractual correspondence and documentation.
  • Evaluate variations, contractual claims, extension of time (EOT) requests, and commercial implications.
  • Assist in resolving contractual issues while safeguarding the client's commercial interests.
  • Prepare commercial documentation, agreements, and contractual reports.

Cost Control & Reporting

  • Track project costs against approved budgets and identify cost variances.
  • Prepare periodic commercial reports, forecasts, and management presentations.
  • Identify commercial risks and recommend mitigation measures.
  • Ensure compliance with contractual obligations, commercial procedures, and project governance requirements.

Desired Skills & Knowledge

  • Strong experience in Cost Management, Quantity Surveying, Billing, Tendering, and Contract Administration.
  • Thorough understanding of project budgeting, cost planning, and commercial management.
  • Sound knowledge of FIDIC Conditions of Contract, the Indian Contract Act, and the Arbitration & Conciliation Act.
  • Experience in bid evaluation, procurement advisory, and contract documentation.
  • Strong analytical, commercial, and negotiation skills.
  • Proficiency in BOQ preparation, cost estimation, rate analysis, and bill certification.
  • Advanced proficiency in MS Excel and project/commercial management software.

Educational Qualification

  • Postgraduate qualification in Project Management, Commercial Management, or Quantity Surveying is preferred.
