We are looking for an experienced Monitoring, Evaluation & Learning (MEL) Manager to lead research, evaluation, data systems, and learning across education and youth-focused programmes. The role will work closely with programme, operations, product, communications, leadership, and partner teams to strengthen evidence-based programme design and decision-making.
Key Responsibilities
1. Research & Evaluation
Design and implement quantitative, qualitative, mixed-method, and process evaluations.
Develop research methodologies, surveys, assessments, and data collection tools.
Conduct primary and secondary research to assess programme outcomes and impact.
Apply appropriate statistical and econometric methods to validate findings.
2. Theory of Change & MEL Systems
Translate Theory of Change frameworks into practical indicators and measurement systems.
Develop simple, field-friendly monitoring tools for programme teams and partners.
Strengthen data collection, validation, quality assurance, and outcome tracking processes.
Support programme teams in using MEL insights to improve implementation.
3. Data Analysis & Reporting
Analyse quantitative and qualitative data and identify trends, outcomes, and programme insights.
Prepare dashboards, analytical reports, learning briefs, and presentations.
Co-author research reports, impact studies, white papers, and policy briefs.
Translate complex findings into clear, actionable recommendations for internal and external stakeholders.
4. Stakeholder Engagement & Field Learning
Work closely with programme teams, partners, funders, and government stakeholders.
Conduct orientations and trainings on MEL tools, surveys, and data collection processes.
Undertake 30–40% field travel to understand implementation, validate findings, and document programme learning.
Capture field insights and use them to continuously strengthen research and monitoring approaches.
Preferred Qualifications:
Master's degree in Economics / Public Policy / Education / Development Studies / Statistics or a related field.
5–8 years of relevant experience in MEL, research, evaluation, or public policy within education, social impact, foundations, think tanks, or implementation organisations.
Strong experience in:
Research design & programme evaluation
Quantitative & qualitative research
Theory of Change & outcome measurement
Statistical/data analysis
Research reports, impact studies, and policy briefs
Stakeholder engagement and field research
Strong working knowledge of Stata or R.
Proficiency in Excel and PowerPoint; Python, NVivo/Dedoose, Power BI/Tableau are an advantage.
Experience in education, youth development, or large-scale social programmes is highly preferred.
Strong analytical, writing, communication, and stakeholder management skills.
Willingness to travel regularly for field engagements.
