Job Description - Program Manager - ECE, Haryana

Role Overview:

The Program Manager – ECE (Haryana) will be responsible for the overall planning, implementation, and monitoring of the Early Childhood Education program in the state of Haryana. This pivotal role requires close collaboration with the State Government, Samagra Shiksha, SCERT, and other key stakeholders to ensure the high-quality execution of Balvatika and other ECE initiatives.

Key Roles & Responsibilities:

1. Program Leadership & Implementation

  • Lead the system strengthening efforts for ECE, including instructional design, material development, teacher professional development, and mentoring, under the guidance of state and central academic teams.
  • Coordinate directly with government ECE-in-charge officials (from SCERT/Samagra Shiksha) on the technical support and demonstration programs for ECE implementation within the state.
  • Ensure the timely execution and reporting of all planned activities, meeting agreed-upon quality parameters and expectations.
  • Maintain regular coordination with the central organizational team to ensure adherence to overall frameworks, academic designs, and ECE guidelines.

2. Capacity Building & Quality Assurance:

  • Conduct structured capacity building for state resource groups and officials through professional development workshops and mentoring sessions.
  • Ensure quality program implementation through regular field visits, thorough process documentation, and continuous collaboration with the central team.
  • Build the ECE capacity of the in-state team by designing and facilitating specialized workshops and learning programs across various projects.

3. Financial Management & Documentation:

  • Support project budgeting and continuously monitor expenditure to ensure the effective and efficient use of funds in line with financial and programmatic guidelines.
  • Lead all documentation activities, including process documentation, developing case studies, and capturing best practices to formalize program learnings.

4. Stakeholder Engagement & General Support

  • Represent the organization in government forums and meetings alongside the State Manager and other team members.
  • Provide support to other organizational units/departments as required, fostering cross-team collaboration.
  • Undertake necessary travel for meetings, workshops, and field visits as a regular part of program management.
  • Engage in continuous professional development through relevant courses and exploring new avenues for self-progress.

Required Qualifications, Experience & Skills:

  • Education: A Graduation or equivalent degree is required. A Master's degree in Education or Early Childhood Education is highly desirable.
  • Experience: 5+ years of relevant work experience, with proven prior experience in designing curriculum, materials, and teacher training modules.
  • Academic Understanding: Strong academic background in Elementary Education and a solid understanding of research-based approaches to ECE and play-based learning.
  • Communication: Excellent communication and collaboration skills, with strong proficiency in both written and spoken Hindi and English. Hindi typing skills are essential.
  • Work Style:
    • Demonstrated ability to set priorities, plan timelines, and consistently meet deadlines.
    • Ability to work proactively with minimal supervision.
    • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and internet usage.
  • Attributes: Strong team spirit, positive attitude, and the ability to manage a varied pace of working and cope well under pressure.
  • Contextual Knowledge (Desirable): A strong understanding of Haryana's education system and government structures, and prior experience working in Haryana on ECE/FLN programs.
