The State Head provides strategic and operational leadership for programs in Chhattisgarh, with a primary focus on Multilingual Education (MLE) and foundational learning. This role is responsible for supporting improved learning outcomes for children in linguistically diverse contexts by strengthening early language and literacy approaches within the state education system.
Based in Raipur, the State Head oversees district program teams, ensuring high-quality implementation and maintaining vital partnerships with state-level education departments.
Key Responsibilities:
1. Strategic Leadership & Program Expansion
Provide overall leadership for MLE and foundational learning initiatives in the state.
Guide program expansion from two to four districts (Balod and Bastar to include Jashpur and Dantewada), ensuring effective scale-up.
Develop state-level strategies and implementation plans aligned with organizational priorities.
2. Oversight of District Implementation
Supervise District Program Managers (DPMs) and ensure the effective functioning of teams across all operational districts.
Monitor progress and address operational challenges to ensure milestones are met without compromising quality.
3. Government Engagement & Partnerships
Serve as the primary lead for relationships with the School Education Department, Samagra Shiksha, and SCERT.
Represent the organization in state-level consultations and review meetings regarding foundational learning.
Strengthen collaborations to support contextually relevant MLE approaches within the government system.
4. Team Leadership & Management
Lead and mentor a diverse team, including program specialists, M&E professionals, and administrative staff.
Foster a high-performing, collaborative team culture and build leadership capacity within district teams.
5. Monitoring, Evaluation, and Quality Assurance
Ensure robust M&E systems are in place to track outcomes and use data-driven insights to guide program improvements.
Coordinate with central academic and CPD teams to ensure field implementation aligns with designed frameworks and linguistically diverse environments.
6. Donor Engagement
Contribute to donor reporting and participate in review meetings, sharing field insights and implementation learning.
Document program impact and lessons emerging from state initiatives.
Experience, Qualifications & Skills:
Education: Master’s degree in Education, Public Policy, Development Studies, Social Sciences, or a related field.
Experience: 15–20 years of professional experience in the education or development sector.
Sector Expertise: Extensive experience in large-scale education program implementation, preferably in Foundational Literacy and Numeracy (FLN).
Government Relations: Proven experience working with state government education systems and senior officials.
Leadership: A track record of leading large teams and managing complex, multi-district programs.
