The Supervisor, Technical Officer Team is responsible for leading and managing the pool of Technical
Officers based in ISSC Mumbai who support Business Units in day-to-day technical and procurement
operations.
The position exists to:
· Provide centralised people leadership for ~40 Technical Officers, ensuring consistent
performance, engagement, and development.
· Drive recurring training and capability building to enhance quality, efficiency, and
standardisation of TO work across fleets.
· Lead and support procurement, analytics, and Procurement Hub–related projects,
including contract compliance measurement, process harmonisation, and alignment with the
Hub operating model.
The role operates within the framework of Anglo-Eastern’s ship management standards, budgets, and
governance, with clear objectives to:
· Improve utilisation and effectiveness of ISSC Technical Officers.
· Strengthen alignment between ISSC, Business Units, and the Procurement Hub.
· Support future transition of the role into a Hub Team Lead position, if required, as the
organisation evolves.
KEY SKILLS AND CAPABILITIES
Technical Skills
· Strong understanding of technical ship management operations and marine procurement
processes.
· Knowledge of P2P workflows, contract management, and vendor governance.
· Proficiency in ERP / procurement systems (e.g., Shipnet, Jibe, MS 365, and other internal
tools).
· Ability to read, interpret, and work with cost data, analytics, and performance dashboards.
· Familiarity with Anglo-Eastern technical and procurement policies (or equivalent ship
management standards).
Professional Skills
· Strong people leadership and coaching skills, with ability to manage and develop a diverse,
junior–mid level team.
· Excellent communication and stakeholder management, especially with Vessel Managers,
Fleet Managers, and BUs.

ROLES ACCOUNTABILITIES

Principle Role
People Leadership for ISSC Technical Officers (Approx. 50%)
· Provide day-to-day leadership, guidance, and performance management for all Technical
Officers based in ISSC Mumbai.
· Conduct regular 1:1s, team meetings, and feedback sessions to monitor workload, productivity,
and morale.
· Support workforce planning, succession, and structured use of spare TO headcount.
Workload Management & Allocation
· Oversee ship allocations and TO workload distribution across BUs to ensure fairness, back-up
coverage, and continuity.
· Coordinate deployment of spare TOs for firefighting, coverage during leave, and temporary BU
shortages.
Training, Coaching & Capability Building (Approx. 30%)
· Design and deliver recurring training for TOs on systems (Shipnet, Jibe, ERP), procurement
processes, and BU-specific expectations.
· Coordinate buddying, onboarding plans, and refresher training to address knowledge gaps and
feedback from BUs.
· Work closely with BUs and Shared Services to standardise best practices and SOPs for TOs.
Analytics, Reporting & Contract Compliance
· Produce regular dashboards and reports to support decision making for ISSC, Procurement
Hub, and BUs.
Stakeholder Management & Escalation Point
· Act as the first point of escalation for BUs and Vessel Managers on TO performance,
communication issues, and service quality.
· Maintain strong working relationships with Fleet Managers, Vessel Managers, Procurement
teams, and other stakeholders.
Process Improvement & Standardisation
· Identify recurring issues and inefficiencies in TO workflows, procurement activities, and
communication with vessels.
· Propose and implement process improvements in collaboration with Shared Services, BUs,
and Procurement Hub.
Governance, Compliance & Risk Management
· Ensure TO activities comply with Anglo-Eastern policies, procurement controls, and audit
requirements.
· Support adherence to contracts, approved vendor frameworks, and internal control standards.
Matrix
Procurement & Hub Project Support (Approx. 20%)
· Support Procurement Hub–related initiatives including process alignment, implementation of
standard P2P workflows, and control measures.
· Work with the Head of Supply Chain / Procurement Hub to drive project tasks allocated under
the matrix reporting line.
Future Transition to Hub Team Lead (Where Applicable)
· Prepare the function, processes, and people such that the Executive TO role can transition into
a Hub Team Lead role if organisational needs evolve.
