Job Description - Terms of Reference for Project end-term evaluation consultant

Terre des Hommes Netherlands is seeking a contract to conduct an End-term evaluation for Empowerment for GOOD Project. 


 


1. Background Information


Terre des Hommes Netherlands (TdH NL) is an international non-governmental organisation committed to stopping child exploitation. Our mission is to protect children by preventing and stopping child exploitation, and by empowering children to make their voices count. Our vision is that children can flourish in a world free of all forms of exploitation.


 


2. Objectives of the services required 


TdH NL is seeking 



  1. To provide documented evidence of the achievements realised during the project period from April 2022 - Till date.

  2. Collect data for relevant indicator and compare baseline data with end-term evaluation data

  3. To assess the project design, implementation, and achievement by using the six OECD DAC evaluation criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability).

  4. To provide an opportunity for all key stakeholders to reflect and conduct a critical analysis of what went well, what did not work very well and what could have been done better /differently?

  5. To gather lessons learnt while attaining the envisaged outcomes of the project.

  6. To collect comprehensive information about the promising/best practices emerged along with the contributory process/approach.

  7. To strengthen the learning aptitude of the organisation as a medium for improving service to the beneficiaries.

  8. Provide recommendations for improvement of the project design and implementation of the project for the remaining period and improvement for final evaluation.

  9. Facilitate/ Ensure the participatory involvement of local stakeholders to build ownership of the end-term evaluation


The findings of the evaluation will be used to demonstrate the impact of the approach, models of action and case stories to describe the positive changes in the lives of the vulnerable children and their families; which will be used in designing further programmes in that area. 


 


3. Specific objectives

Indicator: 



  1. The families of Devadasi become more aware of the ill effects of the dedication and prevent the Devadasi system.

  2. Children are empowered to claim their basic rights.


Data collection method and tool: Interview with parents and children

Indicator: 



  1. Community members are able to protect children from the dedication through Child Protection Committees. 

  2. Community leaders and priests are able to convince the community on issues of dedication and protect children.

Interview with Child Protection Committee who are community members and other members


Interview with community leaders and priests.


 


Description: Outcome 3 


Indicator: The Government are more responsive and accountable for effective implementation of child rights and policies.


Data collection method and tool: Interview with government official and verify with the community


 


Description: Outcome 4


Indicator: The CSOs uphold the child rights through their advocacy initiatives and hold the state responsible for protection of children.


Data collection method and tool: Interview with CSOs


 


Description: Outcome 5


Indicator: The responsible law enforcement agencies pro actively investigate cases of child exploitation and facilitate the process responsibly.


Data collection method and tool: Interview with law enforcement agencies and verify with the victims and their families whose cases are investigated


 


4. Timing and duration of the contract


The contract will commence from 15th Feb 2025. The contract is expected to be completed by 25th April 2025. [Also list expected hours, working schedule, etc. as needed].


 


Deliverables:


Inception report, containing (Inception report template will be provided): 



  • A detailed description of the design, methodology and the evaluation questions and the data sources

  • Preliminary versions of data collection tools 

  • A work plan indicating the phases of the evaluation, timelines and key deliverables 

  • A preliminary outline of the final report

First draft evaluation report containing (Final evaluation report template will be provided): 



  • An executive summary

  • Introduction and background

  • Scope, objective and methods

  • Findings and Analysis of the six OECD DAC Evaluation Criteria

  • Conclusions 

  • Lessons learned

  • Recommendations suggesting actionable proposals for improvement of the current programme.

  • Annexes may include additional material deemed relevant by the evaluator

Final evaluation report: 


The report should be brief, to the point and easy to understand. It must explain; the purpose of the evaluation, exactly what was evaluated and the methods used. The report must highlight any methodological limitations, identify key concerns and present evidence-based findings, consequent conclusions, recommendations and lessons. The report should be presented in a way that makes the information accessible and comprehensible and include an executive summary that encapsulates the essence of the information contained in the report to facilitate dissemination and distillation of lessons.

5. Qualifications and experience


The consultant should have the following qualifications and expertise:


The consultant or consulting firm should possess the following qualifications and expertise:



  1. Educational Background:

    • A postgraduate degree in Social Sciences, Development Studies, Public Policy, Gender Studies, Child Rights, or a related field.



  2. Relevant Experience:

    • At least 5–7 years of experience in conducting evaluations of child protection, gender empowerment, or social development projects.

    • Proven experience in conducting end-term evaluations, impact assessments, or programme reviews for international NGOs, UN agencies, or donor-funded projects.

    • Strong knowledge and understanding of child protection frameworks, gender-based violence prevention, and socio-economic empowerment programmes.



  3. Technical Expertise:

    • Proficiency in using qualitative and quantitative research methodologies, including surveys, interviews, focus group discussions (FGDs), and case studies.

    • Experience in applying participatory approaches to engage beneficiaries and key stakeholders in the evaluation process.

    • Knowledge of rights-based approaches and familiarity with policies related to child rights, education, and livelihoods in India.



  4. Analytical and Reporting Skills:

    • Strong data analysis skills, including experience using SPSS, STATA, NVivo, or other relevant statistical and qualitative analysis tools.

    • Excellent report-writing skills, with the ability to present findings in a clear, concise, and actionable manner.



  5. Language and Communication:

    • Proficiency in English (both written and spoken) is mandatory.

    • Knowledge of Kannada or other local languages spoken in project areas is an advantage.



  6. Stakeholder Engagement and Cultural Sensitivity:

    • Experience working with vulnerable groups, particularly adolescent girls and communities affected by child exploitation.

    • Ability to conduct ethical and sensitive research, ensuring the dignity and privacy of participants.



  7. Availability and Logistics:

    • Must be available for field visits to project locations in Belagavi, Ballari, Bagalkot, Koppal, and Vijayapura.

    • Willingness to engage with diverse stakeholders, including government officials, community leaders, CSOs, and project beneficiaries.




The selected party may be required to agree to TdH NL codes of conduct. 


 


6. Reporting and Communication


The consultant will report to Thangaperumal Ponpandi, Country Director India and maintain regular communication with the TdH NL team, Jenifar Y, Programme coordinator.  




7. Budget


Interested consultants are invited to submit a detailed financial proposal, including consultancy fees excluding / including GST, travel expenses, and any other relevant costs.
