Role Purpose
The Senior Monitoring, Evaluation and Learning (MEL) Officer will lead the implementation of the SHARE programme’s Monitoring Evaluation & Learning (MEL) strategy and plan, which will deliver a robust evidence base on the results and impact achieved by the Programme.
Opportunities and Challenges
Lead and contribute to the MEL components of a ground-breaking Higher Education programme with a strong track-record of prioritising MEL and evidence-based reform initiatives; ensure MEL is firmly integrated across a programme that prioritises evidence, data, and ongoing learning; shape and lead the direction of innovative MEL approaches, ensuring SHARE Programme MEL is fit for purpose for an adaptive programming approach; given the current Covid-19 pandemic it is likely that during the initial months of the contract the Senior MEL Officer will spend extended periods working remotely through online platforms including Microsoft Teams, this will require an ability to work independently with limited face to face supervision and support.
Main Accountabilities
The postholder is responsible for delivery the MEL strategy and plan, providing a robust evidence base of the results and impact achieved by the Programme. Under the supervision of the Team Leader, s/he will support preparation and delivery of MEL related work plans and budgets, advise on MEL strategy, and ensure effective use of MEL resources.
MEL strategy and operational plans
Lead the implementation of the SHARE MEL strategy and workplan, specifically to monitor the programme’s delivery against its stated outputs and outcomes; support external evaluation exercises, conducted by the European Delegation and the British Council, including assisting the programme team to prepare adequately for external evaluation.
MEL systems and tools development
Lead the development and implementation of innovative and robust monitoring, evaluation and learning systems and tools, particularly for measuring SHARE Programme results at output and outcome levels; oversee the management and updating of the SHARE Knowledge Information Management System (SharePoint) – the database for recording and analysing SHARE results – including direct data entry if required.
Knowledge and data management
Lead the knowledge management process of the programme, ensuring that programme data is reliably captured, disaggregated appropriately, stored securely and analysed robustly for presenting evidence about SHARE’s achievements.
Reporting
Lead on collation and documentation of results, achievements and lessons and, in conjunction with the Senior Communications Officer, support the reporting and dissemination of outputs, outcomes and impacts of MyJustice interventions.
Capacity development
Lead on building the MEL capacity of the SHARE team and partner organisations; strengthen the MEL capacity of SHARE’s delivery partners.
Relationship management
Build and maintain relationships with stakeholders and partners which enhance programme delivery, ensuring the programme acts on feedback from the client, target groups and partners under the advice by the Team Leader and Programme Manager.
Requirements
- Candidate must have the right to live and work in the country in which the role is based
- Criminal record check required and additional HR screening
- The job may require some occasional business trips nationally and internationally within the ASEAN region. It could involve occasional weekend / evening work
- Must be fluent in English and Bahasa Indonesia
- Has a minimum of 2-years’ experience managing MEL work of a large-scale development programme
- Has experience in designing and managing qualitative tools for programme evaluation
- Has demonstrated high-level experience in the design and delivery of MEL strategies
- Has experience producing high quality MEL related outputs, such as reports, tables, and graphs and has experience of managing and using MEL related databases and information systems
