Job Description - Finance and Payroll Officer

Job Title: Finance & Payroll Officer, Grade V (Full time / Permanent)

Accountable to: Payroll Supervisor/ Financial Controller

Role Description:

The Finance Department works in partnership with our service colleagues to provide strategic and operational financial support and advice in achieving the organisational goals of providing high quality, support services.

 

This is a varied role with primary responsibility to support the payroll function whilst also contributing to other key functions of the Finance team.

 

The post holder must demonstrate an excellent ability to work collaboratively with colleagues across the organisation (including Operations/ Administration/ People and Culture department/ Rostering) to enhance systems and processes to help drive improvement in payroll and financial processes.

 

RESPONSIBILITIES:

 

Primary area of responsibility - Time Point & Payroll (Primary Responsibility)

Working closely with Payroll Supervisor on preparation of monthly payrolls and submission of same to Financial Controller for payment.

Maintenance of up to date payroll information and ongoing monitoring of Time Attendance and Management System (TimePoint) to ensure that systems linked to Payroll have accurate data to support payroll processes.

Note: we are currently investing in new systems but during the implementation phase some manual calculations of overtime/ additional hours will continue prior to automation of same for our staff colleagues.

Review newly issued HSE circulars and ensure (along with Payroll Supervisor) that payroll impacts are understood and captured in our processes.

Become an expert user/ data controller of the TimePoint Time and Attendance system, with particular responsibility/ focus on how the system informs monthly payroll

data (re basic pay/ overtime/ additional hours/ premiums/ etc.) and ensure systems are capturing time & payroll costs accurately.

Liaising with relevant Returning Officers/ managers/ rostering department to ensure returns are submitted in accordance with deadlines, sign off, etc.

Preparation, data entry and checking of postings prior to Payroll completion.

Review/ report on payrolls costs and identify trends/ unusual patterns and advise Payroll Supervisor/ Financial Controller as appropriate.

Ensure that all payroll procedures are followed and deadlines adhered to.

Cross cover within Payroll department and including (where necessary) administration of full payroll cycle including payroll submissions.

Deal promptly with queries arising from staff and Social Welfare/ Revenue.

 

Other Finance duties (Key Part of role)

Generation of reports and information from the accounting system for management/ colleagues/ internal/ external audit as required.

Work collaboratively with colleagues and assist in general accounting duties/ projects across the Finance department as required.

Assist with reconciliation of bank statements including the posting of lodgements/ payments to different bank accounts/ cash ledgers.

Participate in training and upskilling as required in order to further enhance and meet the growing demands/ requirements of the role.

Take responsibility and ownership of Policies and Procedures in your area.

SKILLS/ EXPERIENCE

Essential

O Excellent analytical and communication skills along with ability to work collaboratively with colleagues to help drive improvements and in payroll and financial processes.

O Full payroll qualification (i.e. QQI level 6/ iPass/ etc) and/ or accounting qualification (IATI/ ACCA/ etc).

O Experience of using accounting software (i.e. SAP/ Sage/ etc.) as well as payroll software (i.e. Megapay).

O Recent experience of working in/with payroll in either a HSE funded healthcare setting or a large/ complex systems driven organisation and a working knowledge of payroll issues (such as legislation, Tax, PAYE, etc.)

 

 

 

Desirable

O Experience of time and attendance/ clocking systems (i.e. Timepoint) will be an advantage (but not compulsory as training will be provided).

O Recent experience of working in/ with payroll in a large/ complex systems driven organisation and a working knowledge of payroll issues (such as legislation, Tax, PAYE, etc.)
