Job Description - Higher Executive Officer

Our client The Pension’s Authority is currently seeking to hire a Higher Executive Officer – Business Intelligence (BI) Developer.

Role of BI Developer HEO within Data Unit

The BI Developer (HEO) will be part of the Data Management Team in the Data Unit and will play a key role in the specification, modelling, design and development of an entirely new register of pensions for the Pensions Authority. This will be one of many large projects with many interesting challenges including: building a forward-looking risk-based supervision model, entity resolution, data integration from multiple sources, large-scale databases, data integrity, data quality, data privacy, data security, and data governance.

The BI Developer will build solutions using the full data stack and will be given opportunities to influence the overall data strategy and will report to an Assistant Principal Officer in the Data Unit.

The main duties and responsibilities of this role include, but are not limited to:

  • Designing, building, developing and maintaining data and BI solutions through their lifecycle, including gathering requirements, maintenance, enhancements, and live support.
  • Supporting the data helpdesk, which includes responding to ad-hoc requests for reports and statistics using SQL.
  • Building and maintaining reports, dashboards, and other BI solutions.
  • Improving data efficiencies whilst ensuring good data quality.
  • Analysing data and recommending data collection and processing improvements and workflow changes.
  • Communicating with various internal and external audiences and explaining and describing technical concepts in ways that can be understood by a variety of audiences, both verbally and in writing.
  • Training, coaching, and managing employees and other resources.
  • Working on projects.
  • Collaborating with colleagues across the Authority, various external organisations such as the CSO and EIOPA, and with third parties including vendors.
  • Carrying out any other duties that may be assigned from time to time.

Essential skills, experience and qualifications

Each candidate should possess, on the latest date for receipt of completed applications, one of the following in addition to the competencies of a HEO (set out in Appendix 1):

  • A qualification at NFQ Level 5, and at least 3 years recent, relevant professional, commercial work experience using SQL from employment to date, and
    • Certification in SQL, Data Analytics, Reporting, ETL or other relevant discipline, and
    • Evidence of continuing professional development

OR

  • A qualification at NFQ Level 7, in a relevant discipline and at least 2 years recent, relevant professional, commercial work experience using SQL from employment to date,

OR

  • A relevant third level degree in Computer Engineering, Computer Science, Information Systems, Statistics or other discipline using SQL with a relevant primary subject at NFQ Level 8 such as Databases, Information Systems, Information Management, Big Data, Data Mining, Data Visualisation, Knowledge Engineering or Statistics (please note that a qualification at NFQ level 9 alone is not sufficient)

In addition to:

  • Strong analytical and numerical skills.
  • Excellent SQL and Excel skills.
  • The ability to approach problems with a sense of ownership, enthusiasm, and innovation.
  • Excellent interpersonal skills and a proactive approach to problem solving.
  • Excellent attention to detail.
  • A methodical and logical approach to completing tasks.
  • Experience participating on team-based projects, organising meetings as required, ensuring action points are completed etc.

Desirable skills, experience and qualifications

  • SQL certification.
  • Database administration (DBA) expertise or certification.
  • Knowledge of statistical analysis software e.g. R, SPSS, SciPy.
  • Experiencing using Cloud technologies.
  • Relevant industry certification qualifications.
  • Previous experience working as a reporting data analyst, data engineer or BI Developer in a professional environment including experience with some of the following:
    • Creating, maintaining, and testing reports.
    • Gathering reporting requirements.
    • Writing and optimising SQL queries.
    • Creating ETL jobs.
    • Data modelling.
    • Working with a data warehouse.
    • Writing scripts.
    • Working with large datasets.
    • Writing clear, readable, and robust code.

The successful candidate must be interested in further developing their pensions knowledge. The successful candidate will be required to complete training courses during their probationary period.
