Job Summary:

The RIS/PACS Clinical Specialist Radiographer is responsible for the effective management of the Radiology Picture Archive and Communication System and the Radiology Information System (PACS/RIS) in Beaumont Hospital reporting to the Radiography Services and Business Manager. This position requires the ability to lead, guide and supervise staff; the ability to manage in a rapidly changing environment and the willingness to undertake additional duties as may be assigned from time to time.

Principal Duties & Responsibilities:

  • Reporting to the Radiography Services and Business Manager and his/her deputy the position of PACS Clinical Specialist Radiographer requires an ability to lead, guide and supervise Radiographic staff in the assigned area and to successfully manage service delivery on a day to day basis.
  • Provide management support and leadership in the PACS department.
  • Ensure that best practice and quality service principles are adhered to on a daily basis.
  • Supervise and organise work as appropriate.
  • Lead the development and implementation of operational policies, protocols and guidelines.
  • Participate in planning and development of the PACS service in conjunction with other staff as appropriate.
  • The Role of the RIS/PACS Clinical Specialist Radiographer is to undertake primary responsibility for the administration, management and support of the day to day running the of PACS/RIS/VR system within the Radiology Department and entire hospital including the St Joseph’s site and the St Lukes Radiology Oncology centre on the Beaumont site, as appropriate.
  • The role will encompass leading the PACS/RIS team, (IT PACS Support & RIS manager) in maintaining the service. This will include, but will not be limited to, providing support to system users, ensuring the system is functioning correctly, enabling the provision of an uninterrupted digital imaging service aswell as managing downtime effectively.
  • This role will also include the managing of a proposed back up system to the PACs network during downtime. This Pukka J system will operate as a standalone RIS with the ability to order/view and report on radiology exams when the Change Healthcare PACs solution in down. During the set up period of this back up system the PACs manager will take up a lead role.
  • The post holder will be required to be the link between Radiology and internal and external users for PACS issues
  • To carry out his/her duties under the supervision of the Radiography Services and Business Manager and his/her deputy or such other person designated for that purpose by the Chief Executive or designated officer.
  • The employee will be required to spend a minimum of seven out of every eight weeks working in the assigned area of the Radiology Department while also rotating through the rest of the Department.
  • Identify training needs of new staff in equipment and procedures specific to PACS.
  • Responsible for the training of all Radiographers and other staff as appropriate. Inform the RSBM of the progress of each Radiographer throughout their training.
  • Participate in and support role extension as appropriate.
  • Be respectful of the confidential nature of the role, in particular the patient’s right to confidentiality.
  • Read and adhere to all relevant policies, procedures and guidelines of Beaumont Imaging & Interventional Radiology Directorate.
  • Be aware the highest standard of hygiene must be maintained in the Hospital at all times and all staff members are responsible for ensuring compliance with the Hospitals requirements and standards with regard to hygiene.
  • Ensure that effective safety procedures are in place to comply with the Safety, Health and Welfare at Work Act 2005. Each staff member is individually responsible for ensuring that the Hospital remains a safe place to work.
  • Be appropriate in the use of Information Technology and mindful of Confidentiality Law and Ethics, Privacy and Data Protection.

 

 

Operations :

  • To administer, manage and support the day-to-day running of the PACS/RIS/VR system within the Radiology Department, vascular ultrasound or any other areas that wish to adopt the RIS/PACS system
  • Formulate and provide training for Radiology staff on PACS/RIS/VR applications. Provide specialist PACS training to non-Radiology Clinicians where appropriate
  • Provide day-to-day PACS housekeeping, including managing mismatch folders, oversee the uploading digital images from external hospitals onto the PACS/RIS so that this imaging becomes an integral part of Beaumont Hospital patient PACS/RIS record
  • CD burning and the management and cataloguing of these activities, thus facilitating transfer of image data from PACS/RIS to external sources.

 

 

  • Responsible for the investigation and resolution of PACS/RIS/VR related problems
  • To contribute to the development and implementation of operational policies, protocols and guidelines to ensure optimum utilisation of resources and systematic audit of such usage. Ensure the formulation and monitoring of policies and protocols to support the PACS and RIS Systems.
  • To identify and implement operational processes to international best practice standards in order to optimise the use of resources and to ensure compliance with international requirements.
  • Participation in Departmental audit systems and ensure agreed quality initiatives are carried out
  • To manage changes in the Radiology service as determined by the RSBM and to work with the relevant personnel in accommodating the relevant changes and communicating these changes to the PACS/RIS team.
  • To act as radiology contact liaison with the PACS/RIS/VR vendors regarding existing issues together with the development, evaluation and testing of proposed new functionality including the appraisal of new software developments.
  • To participate and advise on the equipment selection, purchase, replacement or upgrading process and be involved in the commissioning of new PACS/RIS equipment.
  • Assist in maintaining the integrity and security of the Radiological PACS/RIS/VR databases i.e. patient and image data
  • To liaise with appropriate personnel in maintaining accurate records of equipment service, maintenance, malfunction, downtime and performance as required.
  • To maintain up to date knowledge of PACS/RIS developments and to promote awareness of same.
  • To attend meetings as may be requested by the Radiography Services and Business Manager (or deputy/designate) and keep staff briefed on developments.
  • To plan for downtime with all relevant stakeholders. In the event of downtime to ensure that the service is restored as soon as possible and to follow up by identifying the cause of the downtime and to put in place preventative measures for the future.
  • To act as an advocate for and to promote best practice with regard to PACS/RIS.
  • To advise and assist with the integration with RIS/PACS with other systems.

 

 

Strategic Management:

  • To support the Radiography Services and Business Manager (or deputy/designate) in the leadership of a skilled QA team within Radiology, in order to create and promote a safe healthy working environment.
  • To assist with the development and implementation of Risk Management and Health and Safety strategies regarding electronic data.
  • To contribute to the development and implementation of operational policies, protocols and guidelines to ensure all legislative requirements regarding data protection are met and adhered to.
  • To actively participate in the continuing education and research activities consistent with the position.
  • Implement and maintain accurate information systems for clinical data in accordance with hospital standards.

 

 

Personnel :

  • To create and promote open communications, healthy working relationships and stimulate initiative among the Radiology team regarding PACS/RIS.
  • To develop and maintain training and education function in PACS/RIS as required to relevant staff throughout the Hospital.
  • To ensure that all hospital policies and relevant legislation on data protection understood by staff and complied with.
  • To support the Radiography Services and Business Manager and his/her deputy in the implementation of initiatives aimed at on-going service development and improvement.

 

 

Quality Assurance:

  • To develop, implement and maintain a PACS/RIS Quality Assurance Programme for the Radiology Department and associated areas.
  • To manage and monitor the data quality of the PACS/RIS record to ensure that issues are highlighted and resolved and to maintain processes that prevent data quality issues.
  • To represent PACS/RIS matters at the Radiology Department's Quality Assurance committee.
  • To co-ordinate and participate in Clinical Audit as relevant to the post.
  • To participate in Accreditation as required.
  • To investigate and take appropriate action in accordance with hospital policy in relation to complaints, accidents and incidents.

Selection Criteria:

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Mandatory:

  1. Statutory Registration, Professional Qualifications, Experience, etc.

(a) Candidates for appointment must:

(i) Be registered, or be eligible for registration, on the Radiography Division of the

Radiographers Register maintained by the Radiographers Registration Board at

CORU.

AND

(ii) Experience & Continuous Professional Development

Have not less than 6 years full time (or an aggregate of 6 years full time) post

qualification clinical experience

AND

Have not less than 4 years practical clinical experience working in the specialty.

Practical clinical experience will include time assigned to work in the relevant

specialist area but needs to comply with the following breakdown:

A minimum of 12 weeks assigned to work in the relevant specialised area will be required for each relevant year to be counted.

AND

(iii) Possess a minimum of 10 postgraduate ECTS credits or equivalent in the relevant specialty, as recognised by the IIRRT** see Note 1 below.

AND

(b) Requisite Knowledge & Ability

Candidates must possess the requisite knowledge and ability (including a high standard of suitability, management, leadership and professional ability) for the proper discharge of the duties of the office.

AND

(c) Provide proof of Statutory Registration on the Radiography Division of the Radiographers Register maintained by the Radiographers Registration Board at CORU before a contract of employment can be issued.

 

  1. Annual registration

(i) On appointment practitioners must maintain annual registration on the relevant division of the Radiographers Register maintained by the Radiographers Registration Board at CORU.

AND

(ii) Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

 

 

Technical/Clinical Competencies Required:

Working knowledge of radiation protection legislation and guidelines

Practical application of best practice guidelines and protocols in PACS

Teaching skills to provide in-house training to Radiographers in PACS

IT skills

 

 

Desirable:

  • The applicant must have used the NIMIS system supplied by CHANGE Healthcare in an Irish public Hospital.
  • Experience in the supervision of staff
  • Basic life support

 

 

Proficiency in the English language

A level of proficiency in the English language, written and spoken, is a requirement of all roles within Beaumont Hospital. You will be required to self-assess your proficiency level in the Standard Application Form. In addition, your proficiency in spoken English will be assessed during the interview process appropriate to the role available.
