This is a 0.5 wte Partime/Temporary appointment on a Public Only Consultant’s Contract 2023 at Connolly Hospital 18.5 hours per week for a duration of 6 months - Immediate start.

 

The Catchment Area extends across West Dublin, Meath and Kildare, where much of the recent housing development has occurred to support the rapid growth of Greater Dublin and its commuter belt hinterland. The Catchment area population has grown dramatically over the past 15 years and currently stands at approximately 350,000. Most of this is urban-based but there is a significant rural sector, all dependent on Connolly Hospital for their acute Hospital needs. Noteworthy sub-groups within this catchment population include a large immigrant community, Traveller Community, Nursing Home and Hospice residents. The catchment area workforce is drawn from Industrial, Agricultural and Service/Hospitality sectors. The catchment includes Areas belong to Fingal, Dublin City, South Co. Dublin, Kildare and Meath Co. Councils.

Standard Duties and responsibilities

  • To participate in development of and undertake all duties and functions pertinent to the Consultant’s area of competence, as set out within the Clinical Directorate Service Plan and in line with policies as specified by the Employer.
  • To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services.
  • To work within the framework of the hospital / agency’s service plan and/or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.
  • To provide, as appropriate, consultation in the Consultant’s area of designated expertise in respect of patients of other Consultants at their request.
  • To ensure in consultation with the Clinical Director that appropriate medical cover is available at all times having due regard to the implementation of the European Working Time Directive as it relates to doctors in training.
  • To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) treating patients under the Consultant’s care.
  • To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures.
  • To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery.
  • To attend at Connolly Hospital at such times as may be determined by Connolly Hospital, and in emergencies as required, and to remain in attendance thereafter as long as his/her services are required..
  • To participate in multidisciplinary care and meetings relevant to the care of patients in Connolly Hospital.
  • To participate in research and in clinical trials as appropriate in Connolly Hospital and to ensure compliance with ethical and data protection requirements
  • Participate in teaching, including undergraduate and postgraduate teaching and conference commitments of the department and of the hospital for medical, nursing and other staff.
  • To ensure that duties and functions are undertaken in a manner that minimizes delays for patients and possible disruption of service.
  • To work within the framework of the hospitals’ service plans and levels of service (volume, types etc) as determined by Connolly Hospital. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.
  • Participate in the development of agreed care protocols.
  • To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures.
  • To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery.
  • The Consultant shall, as part of his/her standard contractual commitment, contribute to the education, training and supervision of students, non-Consultant Hospital Doctors and trainee professionals including members of the multi-disciplinary team.
  • The Consultant shall, as part of his/her standard contractual commitment, contribute to the advancement of knowledge by facilitating and supporting research.

Operational, strategic, developmental, clinical, administrative and other duties that will apply to the post:

  • Practice as a Consultant Anaesthetist under the RCSI Hospital in the co-ordination and provision of a comprehensive anaesthetic service at Connolly Hospital Blanchardstown.
  • Provide anaesthesia services for operating lists.
  • Manage as required, patients in the Intensive Care Unit, High Dependency Unit, or such other departments as deemed necessary.
  • Provide associated clinical services to include pre and postoperative care.
  • Provide a consultative service as required.
  • Provide cover for Pre Operative Assessment as required.
  • Provide, if appropriate, service to the Out Patient Department for Anaesthesia Assessment and/or Pain Management.
  • Participate in the emergency duty roster for Connolly Hospital.
  • Be responsible for the recruitment, supervision and training of an assigned team of non-consultant hospital doctors, in conjunction with Consultant colleagues. Ensure all non-consultant hospital doctors assigned to his/her team attend Hospital orientation and, where appropriate, departmental orientation
  • Plan, develop and maintain responsibility for clinical audit programmes within anaesthesia in conjunction with his/her consultant colleagues and in accordance with the hospital clinical governance structure as it evolves.
  • Take a leadership role in shaping the policy in the hospital with regard to the management of anaesthetic services, best practice and accreditation.
  • Supervise clinical work and record keeping of all non-consultant hospital doctors attached to the Department of Anaesthesia.
  • Participate in teaching, including undergraduate and postgraduate teaching and conference commitments of the department and of the hospital for medical, nursing and other staff.
  • Participate in the Administration of the Department of Anaesthesia.
  • Participate in the development and administration of services in the department and in the hospital, e.g. transfusion and infection control services.
  • Participate in the training of staff in CPR techniques.
  • Maintain a programme of continuing medical education applicable to the responsibilities of the post.
  • Attend and participate in meetings relevant to the post, e.g. Medical Board and appropriate division.
  • Liaise with the Hospital Manager, Management Team, relevant senior Medical and Nursing staff in all matters pertaining to the general efficiency of the Hospital.
  • Perform such other duties appropriate to his/her office as may be assigned to him/her by the C.E.O.

Entry to competition / recruitment process

No candidate will be appointed as a Medical Consultant unless (s)he is registered as a Specialist in the Specialist Division of the Register of Medical Practitioners maintained by the Medical Council of Ireland.

 

Professional Qualifications

Registration as a specialist in the Specialist Division of the Register of Medical Practitioners maintained by the Medical Council in Ireland in the speciality of Anaesthetics.

 

Age

Age restriction shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.

 

Health

A candidate for and any person holding the post must be fully competent and capable of undertaking the duties attached to the post and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

 

Character

A candidate for and any person holding the post must be of good character.
