Job Description - Service Manager

We are currently seeking a highly-motivated Service Manager to join our team in CHO1 & CHO8 based in one of the Service locations (in either Navan or Cavan)

Contract Type: Permanent Full Time

Contract Hours: 35 hours per week

Salary Scale: €79,943 to €91,845 pro rata per annum.

Overview of the Post:

To manage and co-ordinate the delivery of a range of services (existing and planned) to children and families and to provide support to adult services in the designated area. The post holder will be responsible for planning, developing, managing and reviewing services in line with the identified needs in the area and aligned to Enable Ireland’s Strategic Plan and model of service delivery, the HSE Service Plan and National Policies for Children’s Disability Services (Progressing Disability Services for Children 0 - 18yrs). Enable Ireland Children’s Services are currently delivered to over 1400 families across the region and this will increase in line with PDS. The post holder will line manage the 3 CDNM,s where Enable is the Lead Agency and will also line manage other aspects of the children’s service and service operations including management of buildings, support services, and hydrotherapy. The Service Manager will also provide support to adult services and assist with the further development of adult services and respite services in the region.

Currently the children’s services include clinical, therapy and support services, specialist services, hydrotherapy, and community based services. Adult services include a community living, 24/7 supported residential service located in Navan and supported living services within the community in the surrounding area of Navan. The services manager will provide support to the adult service and will have a key role in the ongoing development of services. Services are provided from centre based locations and within the local community. Services are currently provided from Navan, Cavan, Monaghan, Kells, Dunshaughlin and outreach in Trim and East Meath.

Overview of Duties & Responsibilities:

· To effectively lead and manage all aspects of service delivery within the Children Services, inclusive of all line management duties as assigned within the service.

· To provide support to the adult services in the region , taking a key role in service development for adults and providing cover to coordinators as required

· To develop, co-ordinate and manage the staff providing the allocated services in the catchment area and to ensure the provision of adequate support and supervision to Staff in line with Enable Ireland’s policies.

· To provide leadership, guidance and support within the Services and to identify and support team training and development needs.

· To provide clinical leadership and support to teams and to support the Managers in providing the most appropriate responses for children and their families and where required to provide advice in the management of complex situations.

· To line manage the Children’s Disability Network Managers in the Enable led teams in the area and other staff as assigned within Children’s services including the early years services, family support, hydrotherapy and operational support services

· To act as a designated person in relation to Child protection issues in line with Children First and as DLP in relation to safeguarding in adult services.

· To be responsible for the management and maintenance of buildings, vehicles, utilities, equipment and stock as assigned the area on both a service delivery and commercial growth basis

· To ensure the Health, Safety and welfare of all Service Users and staff accessing the service and that all services comply with H & S policies and legislation.

· To work closely with key personnel in the Health Service Executive and other non-statutory organisations and with the families and carers of service users to ensure services are delivered and developed in partnership with appropriate stakeholders.

· To ensure that services are delivered within a model of continuous quality improvement and creativity and to provide leadership and support to the team in the implementation of EFQM as the model of quality assurance adopted by Enable Ireland.

· To participate in the on-call rota and relevant key holding lists for services. There is a requirement to be flexible in relation to working hours and this will include occasional availability at evenings and weekends.

The successful candidate will have

Essential Criteria:

  • Recognised clinical qualification in health or social care relevant to the post.
  • Previous management experience in relevant area (at similar grade or similar responsibility level).
  • Experience working in disability sector and experience in children services.

Desirable Criteria:

  • Management qualification.
  • Previous management experience specific to the early intervention sector.
  • Experience of managing/leading clinical teams of mixed disciplines.
  • Previous experience working with clinical teams and managing clinical teams.
