Job Description - Head of Website and Digital Content

Our client the Competition and Consumer ProtectionCommission (CCPC) is seeking a Head of Website and Digital Content to join the Communications Division.

Division Overview

Our Communications Division empowers consumers with information and education on consumer rights, personalfinance, competition law and product safety. We also promote public awareness and understanding of the role of

the CCPC. Our tools include our website, helpline, social media accounts, marketing campaigns, public relations,stakeholder engagement and education programmes. We also engage with the business community and other key

stakeholders.

The Communications Division has 36 staff working across five units:

1. Website and Digital Content

2. Contacts and Analysis (our helpline team)

3. Corporate Communications and Stakeholder Engagement

4. Marketing, Brand and Outreach

5. Financial Education

The Role:

The CCPC is seeking to recruit a Head of Unit with responsibility for the new Website and Digital Content Unit ofthe Communications Division. This is an opportunity for an experienced manager with significant experience

working with websites and digital content, to lead the development of a new website and content strategy for adynamic and growing organisation.

The Head of Unit will manage an existing team of three Higher Executive Officers and two Executive Officers andreport to a Deputy Director with responsibility for consumer information and engagement. The Head of Unit will

also manage a budget and outsourced services, including a web development agency.

In addition to the immediate appointment from this campaign, an order of merit may be established. This may beused to fill any future vacancies at the same level within the CCPC where roles have similar responsibilities and/or

skills are required.

Key Responsibilities:

• Leading the development of a new CCPC website, including working with a web development agency onimportant considerations such as accessibility, content governance, information architecture, UX design and

wireframes, usability testing, design systems, UI components and functional specifications.

• Leading, developing and managing the Website and Digital Content team effectively, including performancemanagement and identification of individual and team learning and development needs.

• Managing allocated budget and relevant procurement activities, ensuring value for money is achieved.

• Strategising, planning, and managing day-to-day digital content production including written copy, visualassets, and other digital resources across CCPC and related email marketing.

• Ensuring appropriate user testing and other evaluation methods are employed to ensure our digital productsare meeting the needs of our users and the organisation’s objectives.

• Monitoring trends and audience engagement and providing detailed analyses of our web, paid search, andemail activities to gauge the effectiveness of our digital strategies.

• Working closely with the Head of Unit for Brand, Marketing and Outreach to deliver our brand strategythrough ccpc.ie.

• Monitoring and reporting on the impact of the unit’s activities.

• Carrying out any other additional tasks that may be assigned to deliver the business objectives of the Divisionand the CCPC.

Essential:

• A minimum of 4 years’ experience leading a digital team and working with internal stakeholders.

• Experience of managing and developing staff.

• Strong project management experience, including a proven ability to lead and deliver on web projects of asimilar size and complexity.

• Ability to develop excellent working relationships with colleagues from other divisions to support cross functional collaboration and team working.

• Experience managing technical support partners for web related activities.

• Ability to troubleshoot issues from a business and technical perspective to a successful conclusion.

• Very strong technical skills, including, SEO, email marketing software, paid search, web analytics and MicrosoftOffice.

Desirable:

• Experience in the procurement of and management of external service providers.

• Experience managing complex websites via content management systems.

• Experience in developing information-based websites to meet the needs of service users.

• Relevant third-level qualification and/or direct professional experience in a relevant discipline, e.g. ProjectManagement, UX Design, Creative Digital Media, Web Design, Digital Communications.

• Knowledge of Matomo analytics

• Excellent written and verbal communications skills

• Excellent leadership skills

• Familiarity with web governance requirements, including accessibility, cookie compliance, website securityand GDPR.
