Job Description - ICT ProcurementSpecialist - Hybrid

HEAnet - ICT Procurement Specialist 

HEAnet is Ireland’s National Research and Education Network, providing internet connectivity and ICT shared services across all levels of the Irish education system, reaching 1,000,000 end users. We connect learners and researchers across all of Ireland to education resources and to fellow national educational and research networks in Europe, and the rest of the world.  




HEAnet also provides our client base with support in the procurement of ICT hardware, software and services. The Brokerage Services portfolio covers a wide range of products and services, delivering significant savings for the sector annually. 


 


In response to increasing client demand for Brokerage Services, HEAnet is now seeking to recruit an ICT Procurement Specialist to join the Brokerage team on a permanent contract basis.


 


This role is primarily based at our Dublin 1 offices, but we are pleased to offer a flexible remote working arrangement. This allows you to work from home up to three (3) days a week. You will be expected to work at least two (2) days a week in the office, giving you the opportunity to enjoy a balanced and dynamic work environment. 



What the Brokerage Team does





The Brokerage Services Team designs, establishs, and promotes procurement agreements that deliver value in terms of cost, technical benefit, compliance, reduced client effort and time saving. HEAnet’s internal procurement function is part of the Brokerage Services Team and manages most internal procurement processes, the majority of which are ICT-related. 





What the ICT Procurement Specialist does



The ICT Procurement Specialist will report to the Brokerage Team Lead and will have duties spanning the full procurement lifecycle including but not limited to supporting the creation of frameworks, supporting the running of tenders, driving engagement, procurement planning, contracts management, etc. ICT Procurement Specialists provide support to help clients, both internally and externally, throughout the procurement process by providing advice and support.

What we need from you



  • Minimum of three (3) years' experience in an end-to-end procurement lifecycle role

  • A relevant degree or equivalent academic or professional 3rd level qualification

  • Demonstrable knowledge of Irish and EU procurement rules and guidelines  

  • Strong attention to detail, interpersonal skills and excellent written and oral communication skills

  • Experience developing constructive and co-operative working relationships and maintaining them over time with clients, providers and colleagues

  • Experience in devising plans for contract delivery and managing and monitoring supplier performance over the term of the contract

  • Ability to coordinate and direct projects, make detailed plans to accomplish goals

  • A flexible attitude to the evolving needs of the post and its environment

  • Open and transparent with a high degree of personal integrity

  • Ability to work effectively both independently and as a team member 


Bonus Points


We do not need you to have the following, but if you did it could be beneficial: 



  • Technical appreciation of ICT products, services and licensing relevant to the education and research sector

  • Experience with the higher education sector

  • Experience as an ICT practitioner e.g. IT operations/ development/ etc.   

  • Public Procurement knowledge and experience, either on the supply or demand side

  • Project Management - proven delivery of complex ICT projects

  • Presentation skills with experience up to Senior Management and/or Board level

  • PowerBI, Excel (advanced), programming skills, IT operations
