Job Description

The Junior Contract Administrator assists with the review and recommendation of payment applications for all compensation claims relevant to land acquisition, and property matters at MetroLink, ensuring compliance with legal and regulatory requirements. The Junior Contract Administrator prepares monthly cost and accrual reports for senior management, helps with financial and budget tasks and makes all Land & Property commercial documentation is complete, accurate, and stored securely.

Principal Accountabilities

  • Support the in the commercial management of assigned projects/contracts in accordance with client guidelines.
  • Provide commercial management support for the Land & Property team, which includes payment valuation, claims & variation management and dispute resolution.
  • Serve as the Land & Property point of contact for contract administration related inquiries.
  • Help develop and apply guidelines for managing of contracts. 
  • Ensure all commercial documentation is complete, accurate, and stored securely.
  • Processing & monitoring payment certification.
  • Development of project cost plans and estimates.
  • Management of project budgets throughout the project lifecycle including managing the change control process and regular cost reporting.
  • Preparing monthly project cost reports for client projects.
  • Monitor and report on cost commitments and expenditure through all phases of the project lifecycle.
  • Production of Monthly Accrual Reports for client projects.
  • Ensure compliance with legal and regulatory requirements in all contract agreements.
  • Maintain detailed records of all commercial transactions and amendments, ensuring accuracy and accessibility.
  • Identify and mitigate potential risks associated with land and property contracts / agreements / payment applications.
  • Assist in budget preparation and financial forecasting related to land and property contracts.
  • Prepare regular reports on contract performance and compliance for project stakeholders.
  • Assist the tender process through supporting preparation of tender documents, tender evaluation, and reviews of tender documentation.
  • Perform additional tasks, activities or other duties as may be required or assigned as part of the role.

Experience

  • 3 years’ experience in quantity surveying or similar type role, ideally mainly in civil engineering and preferably large-scale infrastructure projects. Light rail experience would be an advantage.
  • Excellent computer skills including word, excel and power point and experience in the use of automated Cost Mgt. Systems (e.g. SAGE) would be advantageous.

  • Good commercial acumen, numeracy and critical analysis skills
  • Motivated and dynamic individual able to work individually, or as part of a team.
  • Highly organised, with strong attention to detail and excellent numerical and analytical skills.
  • Ability to work to tight deadlines and prioritise tasks effectively.
  • Demonstrate a good understanding of, or the ability to quickly learn, the public sector working environment
  • Ability to deal with highly sensitive and confidential information.
  • Ability to perform routine work with excellent accuracy and attention to detail, with a strong sense of responsibility and follow-through.
  • Good attention to detail and an ability to maintain accurate databases and records, with strong multitasking capabilities.
  • Strong organisational, administrative and time management skills. 
  • Excellent project management skills.
  • Excellent verbal and written communication skills to facilitate clear and consistent dialogue between all parties involved.
  • Knowledge of contract terminology and procedures. 

 

 

Qualifications

  • A third level qualification (HETAC Level 7/8 or equivalent) in quantity surveying or other related discipline deemed relevant to the role.
