Description of Business Unit:

Group Procurement & Partner Management is a Bank of Ireland Group-wide function that provides Strategic Sourcing, Category Management, Partner Relationship Management, Supplier Risk Management & Governance and Procurement Services & Transformation support to all Divisions and Business Units. Group Procurement is part of Group Technology & Customer Solutions. The Group facilitates the effective purchase of goods and services across the Bank. They do so with the aim of maximising value from total spend whilst protecting against supplier risk.

The Procurement Services & Transformatio n function is responsible for the daily oversight and continuous improvement of the end to end Source-to-Pay process. The function monitors systems and processes for the wider Procurement teams to ensure all spend is sourced, risk assessed and managed in a controlled and documented environment in line with industry best practices. With over €1bn in spend YoY, the Procurement Services & Transformation function will ensure key tollgates are positioned across the process, supported by technology, to identify and negotiate opportunities, target and mitigate risk while pushing spend through an efficient and controlled pipeline to payment. The Procurement Services & Transformation function also define and deploy a governance framework for managing 3rd party relationships throughout the bank to identify and mitigate against both organizational and performance-based risk to protect the Bank when engaging 3rd parties for goods and services.

Key Accountabilities:

Reporting to the Procurement Contracts Manager , the role holder is responsible for maintaining the relationship between the bank and its outsourced partner across the Procure to Pay operating model. The role holder will ensure the governance model and framework put in place by the Procurement Contracts Manager is monitored and benchmarked on a continuous basis, it is critical that the role holder can ensure value optimization within the relationship.

The role holder will also be responsible for the management of the Procurement operations retained function ensuring appropriate segregation of duty & control governance is in place to deliver on expected outcomes for the department.

The role holder will be challenged to continually drive value in the P2P operating model ensuring continued improvement & delivery of existing processes while supporting all transformation initiatives.

  • Ensuring strong relationships are maintained between both Bank and the outsourced partners supporting the P2P operating model
  • Partner cross-functionally with internal functions like Finance, IT and HR to build strong relationships to ensure collaborative decision making & strategy setting,
  • Bring subject matter expertise & support to Purchasing, Supplier On-Boarding & invoice processing
  • Drive technology innovation and process excellence through partnership with the banks outsource partner
  • Demonstrate an ability to mitigate risk develop contingencies and communicate to stakeholders appropriately.
  • Demonstrate an ability to not only manage existing processes but to re-engineer when needed both retained and outsourced processes to ensure expected service delivery is maintained
  • Manage the risk profile for the P2P function ensuring all internal Bank reporting tools (RADAR) are maintained.
  • Ensure all expected Governance meetings between Bank and its outsource partners are in place and fit for purpose
  • Ensure all internal BPA ‘s supporting the P2P operating model are maintained and fit for purpose
  • Support the delivery of key Transformation projects
  • Ensure appropriate data capture and reporting models are in place to support business decision making and drive preferred outsourced partner behaviour

Essential Skills and Experience:

  • Track record of managing a P2P function including in depth knowledge of best in class Purchasing, Supplier On-Boarding & Invoice processing
  • Evidence of a strong customer focussed approach with the ability to connect and work with a range of people, professions and styles both internally and with outsourced partners and other external providers.
  • Ability to ensure strong operational governance is in place and is operating effectively - overall risk management, key performance metrics measured etc.
  • Evidence of stakeholder management with an ability to gain buy-in from others for the delivery of quality outcomes as agreed with key stakeholders.
  • Track record of delivering results and implementing projects successfully.
  • Excellent problem-solving skills and decision making skills with the ability to engage others in the process.
  • Ability to work on own initiative and under pressure

Desirable qualifications:

  • University degree in Business, Finance or related field
  • A professional qualification in Procurement e.g., CPSM, CIPs, IIPMM
  • Experience of Banking, Financial Services or other regulated environment
