Job Description - Senior Policy and Advocacy Officer
Contract: Full time – Permanent
Location: Dublin 8
Working Hours: 35 Hours per week 5 over 5 days.

The Senior Policy and Advocacy Officer will lead strategic policy engagement and influence efforts aligned with the organization’s mission and goals. This role will shape policy agendas, build relationships with key stakeholders, and ensure that evidence-based advocacy drives change at local, national, and/or global levels.
Responsibilities
Policy Analysis & Development
Monitor legislative, policy, and regulatory trends relevant to the organization’s focus.
Conduct research and draft policy briefs, position papers, and consultation responses.
Analyze political and policy landscapes to inform strategic decision-making.
Advocacy & Campaign Strategy
Design and implement advocacy strategies to influence policymakers and institutions.
Lead on campaigns to advance key policy objectives, working with internal teams and external coalitions.
Coordinate targeted lobbying, stakeholder engagement, and awareness initiatives.
Stakeholder Engagement
Build and maintain relationships with government agencies, NGOs, donors, think tanks, and multilateral organizations.
Represent the organization in meetings, coalitions, and high-level policy forums.
Support capacity building of partners and staff on advocacy techniques and messaging.
Work with communications teams to ensure policy messages are integrated into media and public campaigns.
Serve as a spokesperson on relevant policy matters when needed.
Monitoring, Evaluation & Learning
Monitor progress against advocacy objectives and report on outcomes.
Use data and evidence to refine advocacy strategies and approaches.

Essential skills & experience
Proven experience in policy analysis, development, and advocacy, with a track record of drafting policy briefs, position papers, and consultation responses.
Demonstrated ability to design and lead advocacy campaigns, including lobbying, coalition building, and stakeholder engagement at national and/or international levels.
Established experience in representing an organization with senior stakeholders, such as government agencies, NGOs, donors, and multilateral institutions.
Strong background in monitoring, evaluating, and refining advocacy strategies using data, evidence, and policy impact assessments.
Excellent interpersonal and communication skills to engage effectively with stakeholders both internally & externally
A collaborative team player who fosters strong internal and external relationships.
Problem-solver, using innovation to improve service delivery and support independent older person and the people we serve.
Strong time management and organisational skills to prioritise workload and meet KPIs.
