JOB TITLE: Aviation Training Officer

TYPE OF CONTRACT: Short-Term Professional P-2

UNIT/DIVISION: Aviation Service (SCDA) / Supply Chain & Delivery

DUTY STATION: Rome, Italy

DURATION: 05.08.2026 - 31.12.2026

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Aviation Training Officer understands the business operation and decision-making processes with a keen interest in producing targeted and tangible results by creating an effective and efficient workforce and to maintain the information/knowledge management set up to support the Aviation Training Unit.

Under the overall supervision of the Deputy Chief Aviation Service, and the direct supervision of the Head, Aviation Training Unit, and within delegated authority, the Aviation Training Officer will be responsible for the following tasks:

ACCOUNTABILITES/RESPONSIBILITIES:

1. Support SCDA Training activities or projects that are aligned to business needs of the unit, following standard processes and ensuring alignment with wider WFP organizational policies.

2. Undertake SCDA Training Needs Assessments and Analysis.

3. Coordinate the delivery SCDA training programs, prepare accurate and timely accounting, data analysis and reporting.

4. Develop and maintain a training management system including a feedback system and an updated training database.

5. Provide support in building talent within SCDA and UNHAS, working with managers to understand their needs, coordinate and organizing solutions to recruit, retain and/or develop a highly agile and competent workforce as well as assist in the planning, preparation, coordination and development of relevant aviation training activities, workshops, retreats, seminars, etc. to deliver the Aviation Service strategy.

6. Manage training plans, schedule, objectives and outcomes.

7. Support the preparation of special briefings to SCDA Management as and when required.

8. Prepare and/or consolidate presentations on SCDA training and other related events.

9. Support and deliver onboarding activities to ensure new employees have a positive experience of WFP/SCDA and are successfully integrated into their new role and the organization.

10. Identify and manage new innovation tools for training UNHAS and SCDA staff.

11. Identify commercially available and industry-approved training relevant to address staff needs.

12. Communicate the progresses and results of training activities through reporting and production of knowledge products.

13. Leverage existing internal and external training methodologies, tools and good practices.

14. Support the Unit as Office in Charge when required and in delivering the unit's training programme.

15. In coordination with the IM&ER Unit, contribute to enhancing the visibility of the Service and with BU to effective implementation of business processes and to the managing of the training budget.

16. Perform other related duties assigned as may be required.

DELIVERABLES AT THE END OF THE CONTRACT:

Have established good relationships and proactive coordination within Aviation Training Unit, and with other relevant stakeholders.

Have produced and successfully coordinated reports and knowledge products in collaboration with relevant Aviation Units to increase the Aviation Training Unit visibility on capacity building activities.

Have delivered with relevant partners in-house and external aviation trainings per annual plan.

Have provided a successful implementation of Retreats and workshops per annual plan.

Have performed the following tasks at satisfactory level according to his/her supervisor through PACE.

Have created a Training Database and release periodic analysis (monitoring) on training impact.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advance university degree in Human resources management, Public or Business administration management, Law, Communications, International relations, or any other relevant field.

Experience:

At least 6 years of progressively responsible experience working on complex projects / programmes in large organizations with decentralized workforces.

Proven track record of designing and implementing staff development / training or change management programmes.

Prior experience in the area of developing e-learning, training or capacity building.

Previous experience in similar roles with WFP or other UN Agencies is preferable.

Knowlege & Skills:

Strong analytical skills, quantitative and qualitative, ability to leverage analysis into action.

Ability to interact with leadership and a wide range of stakeholders with credibility and tact.

Proven experience in using e-learning authoring tools such as Adobe Captivate, Articulate, or CrossKnowledge and Mohive.

Strong interpersonal and communication skills, ability to perform in a multi-cultural setting.

Ability to juggle competing priorities, to adjust flexibly and to perform under pressure.

Creative thinking and ability to conceptualize innovative learning solutions.

Strong planning skills, ability to anticipate requirements and proactively mitigate issues.

Self-motivated and proactive, able to work with a high degree of autonomy.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
