POSITION SUMMARY
Technical Systems Integration (TSI) seeks a Senior-Level Capability Assessments, Experimentation & Future Requirements Liaison Navy Officer (LNO) to support Commander 6th Fleet (C6F) in Naples, Italy. This senior position serves as the primary liaison between SMWDC and C6F, conducting capability assessments, supporting warfighting requirements development, and providing tactical expertise to enhance 6th Fleet surface warfare readiness and operational effectiveness.
ESSENTIAL FUNCTIONS
Capability Assessments & Requirements Development
-Support C6F HQ, SMWDC HQ, FFC, CPF, CNSF, and OPNAV in capability assessments across SMWDC warfare area capabilities
-Develop issue papers supporting future requirements to improve advanced tactical training
-Conduct assessment of investments comparing Program Objective Memorandum (POM) requirements to actual execution and delivery
-Develop plans and programs improving warfighting performance and readiness of C6F surface forces
-Integrate requirements into Surface and Expeditionary Warfare Training Committee (SEWTC), Integrated Prioritized Capabilities List (IPCL), Fleet Training Wholeness (FTW), and Surface Requirements Group (SURFRG) processes
Documentation & Doctrine Development
-Review and comment on Fleet Concepts of Operation (CONOPS), Concepts of Employment (CONEMPs), and operational requirements documents
-Support Fleet CONOPS, Tactics, Techniques, and Procedures (TTPs), Tactical Bulletins (TACBULs), and Trainer Requirements Documents (TRDs)
-Review SIXTH Fleet Commander and Force Commander Instructions and related operational guidance
-Support Surface Warfare Doctrine and Navy Doctrine development initiatives
Operational Readiness Assessment
-Evaluate and monitor unit-level mission area readiness through direct observation and indirect analysis of performance metrics
-Support units' preparation for and completion of advanced training phases
-Evaluate Navy Component Commander (NCC), Numbered Fleet Commander (NFC), Joint Maritime Component Commander (JFMCC), and Commander Task Force (CTF) staff readiness
-Support assessment activities during surface forces' advanced training phases (may require underway support on U.S. Navy ships)
Fleet Collaboration & Program Support
-Contribute to Fleet Collaborative Team (FCT) providing technical and tactical recommendations for Warfare Improvement Program (WIP)
-Support development of SMWDC Integrated Prioritized Capabilities Lists (IPCLs) with C6F warfighting equities
-Conduct Fleet Wholeness trends analysis and work with C6F Fleet offices to identify operational requirements
-Monitor trends in operational proficiency and training/readiness shortfalls to determine improvement needs
Liaison & Communication Functions
-Identify and report areas for collaboration between C6F and SMWDC
-Provide regular updates on collaborative effort status and action items to SWTD and HQ
-Identify Surface Ship operational shortfalls while deployed to C6F and provide feedback on Advanced Tactical Training improvements
-Serve as communication conduit between commands ensuring timely updates and coordination
-Embed in C6F Area of Responsibility, attend meetings and conferences, and participate in warfighting assessments

REQUIRED QUALIFICATIONS
Experience:
-15+ years of recent experience as a qualified Surface Warfare Officer (SWO)
-5+ years of recent experience in technical writing, developing doctrine, tactics, techniques and procedures (TTPs), CONOPS, CONEMPs, or similar documents
Required Technical Skills:
-Knowledge of and/or experience with U.S. Fleet Forces Warfighting Improvement Process (WIP)
-Knowledge and/or experience with surface navy combat systems, C5I, networks, weapons, and sensors
-Proficiency with Microsoft Office Suite and technical documentation systems
Required Competencies:
-Expert-level understanding of surface warfare operations and tactical employment
-Strong technical writing and analytical capabilities
-Ability to coordinate effectively between major commands and fleet organizations
-Experience with capability assessment methodologies and requirements development processes
PREFERRED QUALIFICATIONS
Technical Expertise:
-Exposure to or experience with the Navy's Fleet Experimentation (FLEX) program
-Experience with Program Objective Memorandum (POM) development and budget processes
-Knowledge of DOTMLPF (Doctrine, Organization, Training, Material, Leadership, Education, Personnel, Facilities) analysis
Domain Knowledge:
-Experience with 6th Fleet operations and European theater requirements
-Understanding of joint and coalition warfare procedures
-Knowledge of NATO interoperability requirements and procedures
Professional Background:
-Previous liaison or staff exchange experience with international partners
-Experience with Fleet Collaborative Teams (FCT) and Warfare Improvement Programs (WIP)
-Background supporting numbered fleet commanders or joint maritime component commands

COMPLIANCE REQUIREMENTS
-Security Clearance: SECRET (current and active)
-Citizenship: U.S. Citizenship required

Work Schedule: Monday-Friday, 0730-1600 (40-hour work week)
Flexible schedule required due to international coordination and operational requirements
