1. Background and Purpose of the Assignment

The Joint Programme on Rural Women’s Economic Empowerment (JP RWEE) is a multi-agency initiative led by [FAO, IFAD, WFP, UN Women] to accelerate progress towards the economic empowerment of rural women. The Joint Programme is being implemented as a five-year programme in Nepal, Niger, the Pacific Islands, Rwanda, Tanzania and Tunisia from 2022 – 2027. In order to attain its optimal level of impact, the JP focuses on four key outcomes for rural women: (1) improved food and nutrition security; (2) increased income and economic autonomy to sustain livelihoods and build resilience; (3) enhanced leadership and participation in rural institutions and in shaping laws, policies and programmes, and (4) more gender-responsive policy environment for the economic empowerment of rural women.

This TDY is an extension of the TDY that the consultant has been doing since January 2025.  Based on an agreement with the South South Cooperation Unit, she has increased gradually her support the JP RWEE, from 2 days a week until September, 3 days until December 2025 and moving to 100% from January 2026.

Based on the TOR of KM/Comms Specialist for the JPRWEE, the purposes of this TDY are to provide technical support to the Global Coordination Unit (GCU) and Country teams in preparing and start implementing the Knowledge Management & Communication plan for 2026.

2. Accountabilities/Responsibilities

Under the direct supervision of The Global Coordinator and in close collaboration with the MEAL Specialist and National Coordination teams, the consultant will be responsible for the following:

  • Develop a Annual Communication and Knowledge Management Plan for2026, both for global level and in consultation with the national teams.
  • Stablish a interagency communication working group, global and national levels, to improve information exchange, align on main areas of focus and build on specific agency and country capacities for an increased visibility and positioning of the JP.
  • Support in the 2025 reporting exercise.
  • Develop a plan to maintain the website on an ongoing basis;
  • Develop high quality communications products, including newsletters, briefs, stories etc. for use in multiple channels targeting diverse audiences (practitioners, policy makers, academics, donors, private sector etc.), in order to increase the visibility of the JP RWEE and advocate for rural women’s economic empowerment;
  • For virtual events, including webinars, lead on the technical set up of the event through the chosen platform and the organisation of preparatory meetings and practice sessions;
  • Produce content, develop and scale-up the JP RWEE social media platforms (Twitter, Facebook, Instagram) for internal and external audiences;  develop and implement a schedule of regular and diverse social media posts to raise the profile of the JP RWEE;
  • Elaboration and dissemination of NFRs for TAC meetings

4. Qualifications & Experience

  • Advanced university degree in international development, gender studies, social sciences, or related field.
  • At least 3 years of relevant experience in resource mobilization, programme reporting preferably in the UN system or international development context.
  • Proven experience in resource mobilization and donor engagement.
  • Excellent analytical, writing, and communication skills in English.
  • Experience with gender equality and women’s empowerment programmes is asset.
