Research and Evaluation Analyst Consultant

BACKGROUND AND PURPOSE OF THE JOB:

The adoption of the Country Strategic Plans and the expectation that they are evaluated as per OEV coverage norms contributed to a considerable increase of OEV human resource requirements. Evaluations provide solid evidence as a basis for strengthening WFP future performance. Having independent, credible, and useful evaluations embedded into the policy and programme cycle creates a conducive environment for evaluation evidence to be of good quality and publicly available.

Country Strategic Plan Evaluations, Policy and Strategic Evaluations are managed by WFP’s Office of Evaluations (OEV) in its Headquarters in Rome, Italy. Evaluation Managers are appointed at the outset of each evaluation process. In addition, for each individual evaluation, a research and data analyst is required to support in the TOR development, extract data from corporate databases for use by evaluation teams; to support quality assure process and deliverables, as well as to set-up e-libraries, stakeholder meetings and participate in inception missions (if relevant) and the preparation of stakeholder workshops and other evaluation events.

Given the continued high workload of centralized evaluations from 2025 into 2026 and planned programme of work for 2027, an additional Research Analyst support is required. The Analyst is expected to work with a high level of independence.

ACCOUNTABILITIES/RESPONSIBILITIES:

Provide support for centralized evaluations (around 85% of time)

The research analyst will conduct research and data analysis to support country strategic plan evaluations.

  

Key responsibilities will comprise:

Data management: This includes effective and efficient data collection (qualitative and quantitative) from relevant sources, including WFP corporate data systems, systematic management of data sources, assessment of reliability of data, analysis of data sets to ensure coherence of data, data analysis and visualization.

Knowledge management: This entails setting up of evaluation library and populating it in a timely and accessible manner with all relevant documents for the evaluation team; maintenance of evaluation related documents in the e-library.

Support to evaluation’s deliverables: This includes contribution to the Concept Note and/or TOR preparation, building of comments matrices, commenting on draft inception and evaluation reports, including the summary evaluation reports assessment of the quality and use of data coming from WFP corporate systems presented in draft reports, supporting as relevant the preparation of briefs, PPTs videos and/or seminars.

Support to management of evaluation process: This includes tracking of evaluation process, identification of and liaison with headquarters, regional office, and country office stakeholders, administrative and logistics support (meetings invitation, evaluation briefings, support workshops arrangements, etc.).

These activities will be performed through direct provision of assistance (to an OEV evaluation manager) in terms of research and data analytics for the newly assigned Country Strategic Plan Evaluations including Afghanistan and Cameroon. In addition, the research analyst will continue to provide ongoing strategic evaluation of WFP's adaptation to the evolving partnership landscape), and evaluation synthesis on WFP’s Engagement in UN Humanitarian Coordination UN Coordination. Other evaluations might be allocated during the contract period.

Provide support for data analytics (around 10% of time)

OEV believes in the continuous improvement of its research and analytics systems to support the efficient and effective delivery of its evaluation plan. Analysts are expected to play their role in this continuous improvement process by building strong expertise in at least one specific topic (e.g. beneficiary data, big data etc.) and-or tool (e.g. MS Excel, Tableau); keep up to date with any changes and innovations in their process, share the knowledge with the other members of OEV and work under the supervision of the Head of the Research and Analytics Unit to reflect this knowledge in the internal OEV processes and tools.

The candidate will also be the champion for beneficiary, country capacity strengthening, and cooperating partners. In addition, the candidate will contribute to continued implementation of the data project which seeks to leverage digital transformation for efficiency gains and enhance sources of evidence and depth of analysis to assess progress towards results.


Contribute to effective functioning of OEV (approx 5%) 

Contribution to OEV’s effective team and corporate performance, through: 

Participation in planning and coordination of meetings/retreats; and learning events; 
Support for data processing, data quality assurance and data visualization for any possible need beyond the aforementioned support to assigned evaluations;   Support OEV for the undertaking of any other activity relevant for the development or continuation of the evaluation function.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Experience

  • At least 4 years of professional experience and expertise, including in agencies working on humanitarian or development assistance.
  • At least two years of experience in monitoring or evaluation.
  • Proven track record in significantly contributing/steering an analytical and data-driven project.
  • Experience related to evaluation within WFP is highly recommended, ideally in a Regional Office/County Office context.
  • Experience in launching and implementing a global and high priority/sensitive project.
  • Experience in communication, engagement and change management as part of the rollout of a complex initiative/project.

Knowledge and Skills

  • Functional M&E expertise.
  • Knowledge of WFP’s M&E systems at different levels – HQ, regional bureau, and country.
  • Strong data management skills and affinity to work with technological tools.
  • Strong project management and coordination skills.
  • Advanced data analysis and visualization skills.
  • Advanced level of data processing software, in particular of MS Excel.
  • Excellent organizational and time management skills.
  • Demonstrated flexibility and ability to adapt to changing context.
  • Ability to take initiative and be proactive in managing own work, as well as raise issues with functional and line managers when needed.
  • Excellent communication skills.
  • Ability to ensure accuracy while dealing with large datasets and documents.
  • Effective relationship building skills/effective collaboration with peers, counterparts, evaluation teams and stakeholders.
  • Ability to work with various evaluation managers at the same time and manage work planning and competing deadlines.
  • Commitment to confidentiality and sound understanding of key ethical issues associated with evaluation.

Languages:

Fluency in English is required. Knowledge of French and/or Spanish is an important advantage

Most activities will be carried out in Rome. The consultant will be expected to reside in Rome during the duration of the consultancy, and will perform the requested activities under a hybrid model of working in WFP’s premises and working from home.

The analyst may be required to travel to other WFP sites on an ad-hoc basis to support specific evaluation missions.
