The World Food Programme (WFP) is the leading organization fighting hunger worldwide, working with communities to improve nutrition, build resilience, and address the growing challenges posed by climate change and rising inequality. For more than 50 years, WFP has been the leading organization in supporting countries with their School-Based Programmes (SBP), which are widely prevalent throughout the world. Almost every country in the world has a national school meals programme, making it the most widespread safety net. These interventions reach an estimated 388 million children and adolescents globally. Of these, WFP supports about 16 million children annually and provides technical assistance to governments, ensuring the sustainability and effectiveness of government investments.
In the School Feeding Strategy 2020-2030, WFP committed to better programming, including improved analysis, design, implementation, monitoring, and evaluation. The Theory of Change (ToC) and the Theory of Action (ToA) guide monitoring efforts to measure progress towards achieving results.
To consolidate and optimize its monitoring and evaluation infrastructure, the Programme Division Nutrition, School Meals and Social Protection (PRGS) has established a Data and Monitoring Initiative (DMI) unit dedicated to generating evidence and data analytics that drive evidence-based programmatic decision-making. Within this restructured framework, PRGS has created a monitoring position that ensures alignment between SBP initiatives and WFP's corporate results framework while providing monitoring support for overall school-based programming. This role encompasses developing monitoring tools and comprehensive quality assurance methodologies that generate quality evidence documenting transformative impacts on the changes in the lives of beneficiaries that will inform policy, strategy, and programme design and implementation at the country and regional levels.

KEY RESPONSIBILITIES:

Contribute to building and strengthening the evidence base underpinning the Theory of Change and Theory of Action for PRGS and School Meals Coalition (SMC), including supporting the articulation and delivery of DMI’s monitoring service offer to governments, partners, and Country Offices.

Support the HQ-led PRGS project and SMC in developing TOC with monitoring framework and annual compilation of project results.

Contribute to the implementation of the PRGS Monitoring plan and SMC initiatives toward achieving expected results, while ensuring compliance with WFP evaluation and monitoring requirements, including contributing to indicator harmonization and new methodology development under the SMC framework.

Contribute to WFP corporate measurement frameworks and indicator systems, including the alignment of school-based programme indicators with the CRF 2026-2029, and contributing on an ad hoc basis to the Annual Performance Report (APR) process and related results architecture work, in coordination with the Analysis, Planning and Performance (APP) Division and relevant HQ counterparts.

Provide ad hoc support to align school-based programme monitoring guidance and tools with WFP corporate standards — including MMR — as required by CRF 2026–2029 reporting needs and emerging programme priorities.

Respond to monitoring queries from Country Offices and Regional Bureaux on an ad hoc basis, supporting understanding and implementation of SBP monitoring strategy as needed.
Deliverables at the end of the contract:

Provide ongoing support for monitoring and results frameworks for HQ-led initiatives and projects including the NORAD project (annual result frameworks and outcome surveys) and SBP projects (monitoring frameworks and Theory of Change development).

Continue supporting, on a transitional basis, the development and rollout of SBP-specific monitoring guidance and tools including protocols for onsite distribution and post-distribution surveys as needed and in alignment with WFP corporate monitoring standards and programme priorities.

Provide technical input, on an ad hoc and transitional basis, to WFP corporate measurement frameworks and indicator systems — including CRF 2026–2029 implementation, APR reporting, and cross-divisional indicator alignment — in coordination with the APP Division and relevant HQ counterparts as required.

Provide comprehensive support and conduct thorough reviews for the School Meals Coalition's global school meals indicator initiative, including coordination of thematic sub-groups and development of harmonized indicator methodologies, and engagement with external partners and agencies (e.g., GCNF, African Union, World Bank) to identify indicator gaps and expand participation in thematic working groups.

Support COs and RBx on school-based programme monitoring queries including facilitating targeted knowledge-sharing sessions on SBP monitoring tools and indicator application in coordination with the Programme team, based on the request.

Develop and roll out a qualitative monitoring tool — including the Monitoring and Results (M&R) Diagnostic Tool — in collaboration with RBs and COs to strengthen government technical assistance narratives.

Contribute to broader DMI workstreams as needed, including the State of School Feeding report, the SMC global self-reporting and government data mechanism, DMI service offer development, cross-team indicator harmonization activities, and other emerging priorities as they arise.

QUALIFICATIONS & EXPERIENCE REQUIRED: Education: First University degree in Economics, Public Policy, International Development or Social Sciences or other relevant field with additional years of related work experience and/or training/courses. Advanced University degree desirable. Experience and skills

Has strong and proven expertise in monitoring including data development of logframes, data collection processes, data analysis and reporting.

Has strong experience working with WFP or similar UN organization on monitoring.

Strong understanding of school feeding projects and implementation on the field level.

Proven experience with quality-assurance and reviews of monitoring frameworks.

Has strong communication skills and is able to communicate with a range of technical experts as well as non-technical staff effectively.

Has ability to manage complex projects and multiple stakeholders with competing priorities.

Ability to work independently, with minimal supervision and has initiative to propose or initiate activities to the benefit of the team and of WFP.
Languages: English. Knowledge of another UN language would be an asset (Arabic, Chinese, French, Russian or Spanish)
