BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day, WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs.
To reach people in need, WFP and partners often need to register, verify and enrol people into assistance programmes. WFP is careful about the amount of information that it requests from people and wants to make sure that all personal information that is collected by WFP and partners is managed securely and responsibly. WFP needs assurance that the right people are selected for assistance and receive the entitlements. Therefore, WFP country offices need the capabilities to securely collect information, verify beneficiaries and manage the enrolment and delivery processes in line with corporate standards and best practices.
The IDM Delivery System Unit in the Delivery Assurance Service (Supply Chain Division) in HQ has been tasked with leading on WFP’s corporate systems and services for identity management for WFP’s in-kind and cash-based transfers programmes. The Delivery System Unit intends to support WFP Country Offices and partners to perform secure, timely and effective registrations, verifications, enrolments, and delivery of entitlements. In some cases, the support to Country Offices and partners will be done through a service-model with clearly defined and agreed deliverables, transparent costs, and overall excellent service provision.
Job Purpose:
Support country offices and field operations to design and implement high-quality IDM operations. Communicate regularly with field staff and regional bureaus to document business requirements and map business processes to identify gaps and needs. Feed into the prioritization and development of features in corporate solutions in collaboration with relevant stakeholders. Perform user acceptance testing of corporate solutions to ensure that they meet business needs. Ensure overall excellent service provision, end-user, and client satisfaction (COs and beneficiaries). Maintain an updated stocktaking of corporate needs and capabilities and gaps related to registration, verification, enrolments and the delivery of cash-based transfers and in-kind assistance, and explore new use cases and technologies that add value to WFP’s operations. Receive and process requests from the field for changes to corporate IDM systems.

RESPONSIBILITIES:
1.Work closely with WFP’s subject matter experts, country teams and technical teams toprioritise change requests and new features in corporate solutions (including SCOPE).
2.Organize product demos, answer general service questions, and actively engage withinterested Country Offices and relevant stakeholders.
3.Support COs with the design and setup of digital roadmaps for operational systems and helptroubleshoot any issues during the rollout of corporate solutions and services.
4.Perform end-user testing to ensure solution consistency and excellent user experience.
5.Ensure an updated stocktaking of corporate capabilities and gaps related to registration,verification and enrolments.
6.Explore new approaches and innovations for running the business.
7.Deploy on mission, provide field support and deliver trainings as needed.
DELIVERABLES:
By the end of the contract the resource will have:
1.Demonstrated proficiency in drafting business requirements and designs of business processesfor registration, verification, enrolments, and assistance delivery.
2.Developed product roadmaps for key operational systems (including SCOPE).
3.Supported COs with the design and setup of digital roadmaps for operational systems.
4.Mapped current business capabilities and gaps.
5.Explored new or enhanced approaches to doing business (as needed).
6.Deployed on mission, if required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University Degree or Advanced University Degree in international relations, political
or economic science, business administration, computer and information systems or other relevant academic areas.
Experience:
At least 5 years of relevant progressive work experience in humanitarian or private
sector. Experience with designing and implementing humanitarian in-kind or cash programmes is valued.
Knowledge
& Skills:
Microsoft Office, data collection tools, ETL/ELT tools, database technologies, field
applications and project management methodologies are relevant. Experience and ability to effectively engage and coordinate across a variety of stakeholders. Knowledge of the Agile SCRUM methodology is desirable.
Languages:
Fluency (level C) in English with an intermediate knowledge of another official UN
language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of
WFP’s working languages) is desirable.
