Roles & Responsibilities

The Information Management Specialist shall provide non-personal administrative support services to support the Naval Medical Research Unit (NAMRU) Navy Region Europe, Africa, Central (EURAFCENT) located in Sigonella, Italy .

The candidate will perform high-level technical and programmatic support tasks on various Navy/Marine Corps projects and will provide non-personal administrative support services in program execution support, including tracking the progress of projects and documenting all stages of related performance. Additionally, support services for acquisition and compliance services, organizational, and operational activities, and financial and administrative services will be provided.

  • Troubleshoot end-user hardware, software, and network problems. Provide support as customer software point of contact.
  • Provides virtual, over the shoulder, or classroom training as required.
  • Research, evaluate, and provide feedback on problematic trends and patterns in customer support requirements.
  • Run diagnostic tests to ensure hardware is operational and if not, identify solutions to ensure optimal operations
  • Record steps taken to correct problem as resolution is implemented.
  • Receive requests for Information Management (IM) equipment, supplies, and maintenance.
  • Prepare and submit purchase request documents using technical knowledge of computers and peripheral equipment, re-write descriptions, terms, and conditions for general adequacy/compliance/requirements of final solicitation.
  • Recommends sources to be solicited for bids considering justification of purchase request. Analyzes prices to determine if they are within reason of the Government estimate or current price trends. Receives annual budget estimates from MID Approving Official and enters budgetary information into database consisting of a wide variety or related forms, schedules, and reports, maintain databases.
  • Research for proper equipment hardware, software, supply, and maintenance requests, ensuring compatibility and government compliance
  • Inventory nonexpendable telecommunication equipment including mobile devices and required software licenses owned by NAMRU EURAFCENT.
  • Work closely with the Terminal Area Security Manager, Directorate Terminal Area Security Officer(s), and NAMRU EURAFCENT Equipment Manager.
  • Install, configure, test, and maintain the systems environment in support of the organization's IT architecture and business needs.
  • Analyzes system requirements in response to business requirements.
  • Assists with developing software/hardware deployment plans that meets NAMRU EURAFCENT and DHA security requirements.
  • Builds desktop/laptop images and installation as needed.
  • Performs operating system deployment, software installation, patches, and upgrades.
  • Analyzes and monitors systems performance and set a baseline for all systems and monitor changes over time.
  • Analyzes and evaluates work processes and functions for possible automation, capabilities to meet current and prospective workload, and determination of alternative computer capabilities to meet demands.
  • Develops and programs automation processes for multiple operations via one or more computer programming languages such as VB, SQL, HTML, and WMI.
  • Provides training/instructions for NAVMED EURAFCENT staff and contractors in the use of Information Management/Information Technology equipment and software. (i.e., operating systems, electronic mail, word processors, spreadsheet applications, databases, supported applications, browsers, and graphic applications).
  • Conducts educational presentations to local users regarding SharePoint usage, functions, programs and accessibility, and other programs as directed by the MID-Department Head. Provide group or individual classroom, over-the-shoulder, or virtual educational sessions to users as requested.
  • Communicates with Naval Computer and Telecommunications Station Base Communications Office to provide mobile device support to NAMRU EURAFCENT.
  • Communicates with DHA and the Defense Information Systems Agency technical support staff to ensure command smart mobile devices are properly configured and fully compliant with established cybersecurity protocols and standards.
  • Other duties as assigned

Basic Qualifications

  • Bachelor's degree in a related field; 

OR

  • Associate degree in a related field and four years of recent specialized experience; or
  • A major certification and six years of recent specialized experience; or
  • A high school diploma and eight years of recent specialized experience

Preferred Qualifications

  • Degree in Computer Science, Data Science, Information Systems, or Information technology from an ABET-accredited or CAE-designated institution; or equivalent IT experience and IT certifications (GFACT or CND or Security+ or GSEC)
  • Four years of experience in similar complex IT environments with at least the last 2 years working in a US DOD/DON environment.
  • Able to pass and maintain a background investigation
  • Fluent in reading, writing, and speaking English.
  • Recommended professional certifications: Microsoft Certified Systems Engineer/Microsoft Certified Solutions Expert (MCSE) or Microsoft Certified Solutions Associate/Microsoft Certified Systems Administrator (MCSA).
  • Required to maintain certification/ recertification for this position as outlined in DoD publications, directives, and manuals to include DoDD 8140 series- Cyberspace Workforce Management
