Internal DescriptionDescription - InternalTITLE: Functional Services/Centre of Interest (FS/CoI) ManagerGRADE: G-15/ A-2POST CONTEXTThe Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.The Operations Directorate is responsible for directing, monitoring, assessing and coordinating operational staff functions.The J3 Division conducts assigned operations and feeds the Situational Awareness for the HQ and provides Direction and Guidance to the subordinated Commands. It provides advice on the implementation of operational plans, procedures and techniques to ensure command and control of forces in the Theatre Of Operations (TOO) assigned.The J3/3 Current Operations Branch provides continual Situational Awareness to the JFCNP and supports the information needs of Higher Headquarters through the exploitation of all available operational information and current J2 intelligence.The Situational Awareness Support Section is responsible for the technical readiness of the Functional Services/ Community of Interest Services, with a primary focus on the Common Operating Picture.

The FS/CoI Manager is responsible for firstly Joint Operations Center (JOC) dedicated Functional or CoI (Community of Interest) Services, interfaces, protocols, gateways, secondly other CoI services held in JFC Naples in other divisions, in order to maintain interoperability and continuity of operational support; and to assist in the resolution of technical problems that habitually arise when connecting disparate systems during peacetime, mission and operations.The FS/CoI Manager reports directly to the Section Head (Situational Assessment Support) - OF-4 2. DUTIESThe FS/CoI Manager supports JOC staff on all operational Functional / CoI services.The FS/CoI Manager integrates all JOC, if and as required JFCNP related Functional / CoI Services into NCOP.The FS/CoI Manager identifies and resolves issues related to NATO Common Operational Procedure (NCOP), and the interfaced Functional / CoI Services.The FS/CoI Manager oversees NCOP to ensure operability and provide corporate knowledge for military members who manage C2 and Situation Awareness Functional / CoI Services.The FS/CoI Manager supports Functional / CoI Services in Mission Information Room (MIR), identifies, assesses, develops, coordinates and supports Functional / CoI Services implementation and integration into MIR.The FS/CoI Manager documents all experiences, lessons identified and learned regarding Functional / CoI Services.The FS/CoI Manager liaises with J6 and NCIA to resolve any identified technical Functional /CoI Sevices issues.The FS/CoI Manager interfaces with managers of national non-NATO Functional / CoI Services for operational and mission usage.The FS/CoI Manager maintains contacts comprising Functional / CoI Services developers, operators and support team members at NCIA, and throughout NCS and NFS.The FS/CoI Manager acts as NCOP technical and analytical POC within JOC regarding exercise and operational planning process.The FS/CoI Manager provides internal training on Functional / CoI Services (NCOP, JOCWatch, JChat) and assists in other Functional / CoI Services training (ICC/AirC2IS, LC2IS, MCCIS), if and as trained.The FS/CoI Manager mentors JOC Staff, and assists the COP Manager.The FS/CoI Manager assists JOC Functional / CoI Services Section Head and Team Leaders during planning and execution of applicable conferences.The FS/CoI Manager develops Functional / CoI Services baseline and database deployment plan in preparation for exercises or operations.The FS/CoI Manager works as part of a project team or working group as required.The incumbent may be required to perform a similar range of duties elsewhere within the organization, as directed.Under routine circumstances, the job is performed in a typical office environment where the risk of injury is categorized as “none”. However, the FS/CoI Manager may be required to undertake deployments in support of military operations and exercises, and/or short-term travel assignments, both within and outside of NATO boundaries. Such operational deployment may be up to 30 days, and may be on short notice. Acceptance of an employment contract linked to this post constitutes agreement to deploy up to 30 days, if required.3.
