BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day, WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs.
WFP endeavours to reach as many people in need as possible utilising available resources. This means making sure that assistance reaches the intended people while preventing or detecting the possible divergence of entitlements. WFP either collects personal data from people directly or receives data from partners in order to enrol beneficiaries into assistance programmes. WFP continually verifies people in order to make sure that entitlements are going to the intended individuals and families.
The Delivery Systems Services (DSS) within the Delivery Assurance Service (DAS) within Supply Chain and Delivery division in HQ has been tasked with leading WFP’s corporate operational systems and services for WFP’s in-kind and CBT programmes. DSS intends to support WFP Country Offices, and in some cases partners and governments, through a service-model that includes clearly-defined deliverables, transparent costs and overall excellent service provision.
DSS is therefore recruiting Operations and Delivery Officers to develop and deliver the global service and support to country offices for key business processes related to registration, enrolment, verification and the delivery of CBT and in-kind assistance.
This role is based in Headquarters (HQ) in the Supply Chain and Delivery division (SCD).
Job Purpose:
Design the business processes, key controls and business requirements for registration, enrolment, verification and the delivery of CBT and in-kind assistance. Work in partnership with WFP’s Technology division (TEC), and relevant product owners, to ensure that the business capabilities needed are embedded in corporate systems, tools and services. Support the development and delivery of global support offered to WFP country offices and partners for IDM systems and operations. Ensure close coordination with WFP field colleagues, end-users of systems, beneficiaries and other key stakeholders and deploy on mission regularly to solve challenges and develop optimal field operations.
Review feedback and requests from WFP country offices and work towards meeting their needs through overall excellent support and service provision.
RESPONSIBILITIES:
1.
Establish and manage structures for COs to raise issues and ask questions related to IDMsolutions and operational support needs.
2.
Facilitate effective and constant two-way communication with key stakeholders of IDMsolutions, including COs and RBs and external partners.
3.
Provide direct support to country offices related to IDM solutions, standard operatingprocedures, best practices and IDM services.
4.
Coordinate with WFP TEC Division and relevant product owners to ensure that corporatesystems perform the business capabilities needed. Guide the prioritisation of new features,product roadmaps and change requests for corporate systems based on field needs, corporatestandards and best practices.
5.
Work closely with DAS’s normative and policy focal points, user experience experts and otherkey stakeholders to ensure that corporate systems and services are developed and offeredfollowing a human-centred design approach, user journey mapping and are upholding ofpeoples’ rights to privacy and protection.
6.
Develop DSS’s global support structure for IDM, including defining the roles and responsibilities(between HQ, RBs and COs) and monitoring the delivery of support activities.
7.
Engage with WFP country offices and regional counterparts to agree on deliverables(formalised as Service Agreements) and facilitate the delivery of support services.
8.
Review feedback and new requests from country offices and regional counterparts and act onthe feedback to continually enhance WFP’s corporate capabilities and service offerings.
9.
Deploy on mission, provide field support and deliver trainings often.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University Degree or Advanced University Degree in international relations, political or economic science, business administration, computer and information systems or other relevant academic areas.
Experience: Six or more years of relevant work experience in humanitarian or private sector. Experience with designing and implementing humanitarian in-kind or cash programmes involving registration, verification or enrolment of beneficiaries is key. Field experience in humanitarian operations is essential.
Knowledge & Skills:
Microsoft Office, data collection tools, database technologies and project management methodologies. Experience and ability to effectively engage and coordinate across a variety of stakeholders.
Languages: Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
