JOB TITLE: Output Monitoring Technical Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The PRG Programme Monitoring and Reporting Service (PRGM) serves as WFP’s functional lead for monitoring, corporate reporting (including COMET), and Community Feedback Mechanisms (CFM) at the global level. Based at Rome Headquarters with outposted regional teams, PRGM provides global services that ensure robust monitoring and reporting practices across WFP operations. Effective support to Country Offices is critical to uphold accountability, drive continuous improvement, and maintain the integrity of WFP’s monitoring and reporting functions.
Monitoring is central to WFP’s ability to deliver assistance effectively and responsibly. It ensures that the right people receive the right quantity and quality of assistance at the right time, while providing evidence of programme results. Beyond oversight, monitoring acts as a key control mechanism to identify implementation issues early and enable timely adjustments. PRGM sets corporate frameworks, standards, and methodologies, and supports Country Offices in planning and implementing monitoring strategies through guidance, tools, and fi eld support. It also facilitates reporting of monitoring findings to internal and external stakeholders, reinforcing transparency and accountability through COMET.
The Corporate Monitoring and Reporting unit (PRGM-C) provides guidance and supports the field among others, in ensuring that COMET data for Country Strategic Plan design, planning, implementation and reporting is entered correctly and timely. COMET data serves the measurement and analysis of programme performance, informing decision-making, and generating data for other analyses and evaluations. In this regard, significant efforts have been made to standardise outcome and output monitoring data in the organization.
Output monitoring is foundational to tracking and demonstrating operational performance. To this end, WFP Country offices need to select relevant corporate output indicators within their respective CSP logframes and may also add country-specific output indicators that suit their operation and context.
Country offices need to establish yearly planning values against these indicators within their respective Needs based Plans and in the Other Output Plan (OOP). These planned values are then used for comparison with the actual values that come from the distribution and completion reports and eventually reported in the Annual Country Reports (ACR). They are also the source of detailed output indicator related data that is aggregated and reported on against a selected number of CRF output indicators in the corporate Annual Performance Report (APR).
Given the involvement of both programme, M&E and COMET staff in the development and approval of the CPN and the OOP at the CO-level, clear and coordinated guidance that is relevant to these different stakeholders on the design/use of these planning tools is required. There is also a need to provide robust coordination and technical oversight for the development of output indicator methodologies and the detailed output indicator data structure.
Under the overall direction of the Chief of the Corporate Monitoring and Reporting Unit (PRGM-C), supervision of the team leader for output monitoring, data and systems, and the direct supervision of PRGM-C Data Analyst, the Output Monitoring Technical Officer will contribute to the priorities of PRGM-C through the responsibilities and deliverables defined below.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Engage in consultations with relevant stakeholders and users of the OOP, including M&E staff and COMET focal points from ROs/COs, representatives of selected Technical Units at HQ level that are the custodians of the relevant CRF Output indicators and their associated detailed output indicators, as well as other HQ units that are involved in the design of the business requirements/rules associated to the OOP.
2. Develop, with relevant stakeholders, revised guidance/business rules for ROs/COs on how to prepare OOP in 2026 and translate these into business requirements for system enhancements in COMET associated to the OOP as required.
3. With relevant technical units and end users, maintain and update the lists of detailed output indicators that will be included in the OOP and which will aggregate towards values associated to CRF Output indicators as well as the list of other detailed output indicators that will need to be converted into Country Specific indicators and included in CSP logframes/ ACR reporting.
4. In collaboration with the PRGMC team, develop and implement a roll-out plan for the successful delivery, governance, and maintenance of the enhanced OOP plan and the revised list of detailed output indicators, including through the dissemination of the updated guidance and organization of end-user training in coordination with Outposted Regional COMET focal points and other technical units at Global HQ level.
5.Provide, as required, technical assistance/guidance to the end users of the OOP at the RO and CO level and ensure an adequate oversight/quality assurance over the output indicators and related data (i.e. targets) that is included by these end users into their respective OOPs.
6.Keep track/update of the detailed output indicators/metrics and other country specific output indicators that are being registered in the OOP
7.Support ROs/COs, in close coordination with the PRGM-C team, to ensure accurate and timely data entry in COMET for Other Output Plans, CP completion, distribution reports (Food and CBTs), and quarterly adjusted beneficiary data, while conducting regular quarterly data quality checks to ensure consistent, reliable, and timely availability of information for corporate performance reports (e.g, ACR/APR).
8.Support the enhancement and rollout of corporate guidance on direct beneficiaries and transfers as well as indirect beneficiaries.
9.Any other tasks may be required and/or assigned.
DELIVERABLES AT THE END OF THE CONTRACT:
•Guidance/business rules for ROs/COs on how to prepare OOP in 2026
•Business requirements for system enhancements in COMET associated with the OOP (2026-2029) for assigned Technical units
•Updated list of detailed output indicators/metrics and country Specific other output indicators for assigned Technical units
•End-user training and provision of on-demand technical assistance to RBs and COs
•Tools to support the oversight on output monitoring data completeness and quality
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of five years of relevant professional work experience including in international development or humanitarian work. Minimum of three years of experience in monitoring and/or evaluation, including strong experience using a variety of quantitative analytical tools and methods including at the country level.
Knowledge & Skills:
Knowledge of results-based management principles and practices as well as corporate accountability frameworks, preferable in the United Nations;
•Proven knowledge, abilities and skills in the areas of Monitoring and Evaluation, including experience in preparing logframes and defining indicators;
•Familiarity with programing design, implementation and operational challenges in food assistance;
•Practical knowledge on how monitoring data, and in particular output data, is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting;
•Practical experience working with a technology platform/data repository; use of WFP’s Country Office Monitoring & Evaluation Tool (COMET) and how to design logframes in this tool is an asset
•Excellent cross-functional collaboration skills and ability to effectively communicate.
Languages:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language.
