JOB TITLE: Payroll Consultant

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Corporate Finance Division (CFO) in the Resource Management Department continues to enhance its role as a proactive, engaged and global partner with the ability to provide support and strategic advice to the operations.
To support the increasing business volume and needs due to innovative initiatives in the Corporate Payroll Branch (CFOFP), a finance professional is required. The tasks would be primarily to support payroll operations under the supervision of the Payroll Officer which will enable the Local Process Experts to dedicate their time on corporate projects and initiatives, such as Human Capital Management and Reporting Excellence, and participate in testing and validation as required.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Perform assigned main and off-cycle payroll activities. Perform payroll and posting simulation. Review and analyze reported errors and provide resolution for the errors, liaising with counterparts such - as various Human Resources and Budget Position Management Group.
2. Analyze and validate ·payroll results in accordance with Human Resources and Financial Rules and Regulations.
3. Manage payroll disbursement. Generate pre-DME file, reconcile the pre-DME -data and posting in the Finance module, and approve deletion/ reprocess of returned payments/ recording transactions rejected by banks.
4. Perform testing of any system change, ensuring business requirements are met and payroll results are not materially impacted.
5. Respond to audit queries. Provide analysis between the standard position costs and the actual costs and proof of payment corresponding to the allotments shown in the pay slips.
6. Review and approve payroll third-party vendor payments ensuring reconciliation is done between HR/Payroll and financial posting.
7. Review and approve statutory reporting, such as ad-hoc US tax statements, other
certificates of earnings and inter-agency invoicing.
8. Prepare, Review and clear statements of estimate of earnings for US tax advance to be signed by the Head, Corporate Payroll and Accounts Payable.
9. Review Quarterly Corporate payroll report and monthly Payroll Dashboard. Report any issues or discrepancies during review.
10. Coordinate payroll activities for Global HQ payroll from payroll upload, payroll validation and checks, payroll posting and salary disbursement.
11. Review and update the business processes related to BCM (Business Continuity management).
12. Prepare analysis and reports assigned by Head, CFOFP.
13. Perform any other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
• Correct payroll result
• Timely completion of payroll related activities
• Timely and accurate reporting
• Local staff at Global HQ is timely paid
• System testing performed and results validated
• Any queries to be responded within 24 hours or the agreed timeline
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in finance/ accounting or other related fields
Experience:
Experience in payroll (desirable) and finance/ accounting
Knowledge & Skills:
Knowledge of the payroll system in SAP, as well as UN entitlements/ allowances
Languages:
Fluency in oral and written English
