JOB TITLE: Performance Management and Reports Officer
TYPE OF CONTRACT: CST Regular

DURATION: Until 31.12.2026


BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Performance Management and Reporting Unit brings together different workstreams around output monitoring, County Office Performance Management (including the Annual Performance Plan), and Country Office Annual Reporting (ACRs). It therefore represents a logical flow around the Implementation of the CSPs and reporting on results at Country Level.
The Performance Management and Reporting Unit will also be responsible for the corporate systems that support this process, namely COMET and SPRING and engages with other stakeholders in defining business requirements for new systems.


ACCOUNTABILITIES/RESPONSIBILITIES:
1. Work with team members on the coordination of the 2026 ACR exercise, ensure that related agreed-upon processes and procedures are consistently followed, including update of the guidance for operational reporting, coordination of inputs from technical units. Work includes liaising with COs and other divisions in HQ to foster the development of system updates, the review process of the ACR manual.
2. Act as the business focal point for TEC in relation to the collection of requirements and updates to the Standard Project Report Intelligent Next Generation (SPRING) system. Ensure that the system is fully functional and aligned with the current corporate results framework and the updated ACR template when it opens at the beginning of November.
3. Collaborate with Monitoring and COMET teams to track the required data flows and ensure that business requirements and system design are accurately reflected in SPRING and the final ACR layouts and products.
4. Act as the ACR focal point for assigned region(s) and the respective country offices including organizing online support sessions to address specific requirements for different ACR sections, and provide guidance, suggestions, and technical support on all questions related to ACR drafting and data analysis. Additionally organize and facilitate training/webinars for the upcoming ACR season, providing guidance and technical advice on data and content.
5. Support the CO Annual Performance Plan process.
6. Any other tasks may be required and/or assigned.

DELIVERABLES AT THE END OF THE CONTRACT:
• Updated ACR guidance for the respective technical focus areas, delivered in time for the 2026 reporting exercise.
• Support provided for ACR training and lead SPRING webinars.
• ACR products layout publication facilitated in line with the corporate deadlines in accordance with corporate standards (both PDF and web-based versions).
• Manage and ensure efficient retrieval of ACRs from the ACR repository.

SPRING management
• Selection and collection of business requirements, including both enhancements and newly designed features.
• Lead the annual SPRINT business meetings with TEC team and act as the main counterpart and custodian of related business processes.
• Conduct testing across different SPRING platform environments, covering functionalities, redesigns, and cosmetic updates to improve the users’ experience.
• Coordinate the annual SPRING launch work plan to meet the agreed corporate system opening timeline (Q3) in collaboration with TEC and align with the ACR publication deadline (Q1) in coordination with CAM division.
• Monitor, track, and report SPRING bugs and glitches identified by Country Offices during the SPRING opening season (November–March).
• Attend APP Digital Hub Bi-Weekly Meeting: Systems & TEC Coordination as focal point for SPRING regular updates.
• Coordinate the customization of the AI drafter in SPRING to support COs in ACR preparation, leveraging AI-supported narrative drafting model to reduce reporting burden, enhance consistency, and improve overall efficiency and quality.


QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced courses/trainings in one or more of the following disciplines: political science, sociology, economics, business management, operations management, development studies and international development.
Experience: At least 6 years of postgraduate, progressively responsible experience in performance reporting and data analysis. Previous WFP field experience in reporting and Programme implementation is an advantage.

Knowledge & Skills:
• Familiarity with WFP’s normative framework for results reporting
• Solid experience utilizing WFP software, including COMET and other monitoring software packages and systems.
• Ability to effectively communicate orally and in writing.
• Ability to conduct informed analysis of country office corporate reports and guide COs with sound technical advice
• Ability to deliver results through planning and organizing own activities effectively
• Ability to successfully manage multiple analysis and reporting requests in a deadline-driven environment
• Excellent cross-functional collaboration skills and the ability to influence stakeholders
• Ability to oversee the tasks and responsibilities of junior staff members
• Excellent English writing skills
• Ability to meet strict deadlines
Languages: English mandatory, any additional UN language welcome.
