JOB TITLE: Digital Programme Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP delivered the largest portion of humanitarian assistance through cash-based transfer globally in 2021 (over US$2 billion). To deliver DAS assistance, WFP works through partnerships with commercial Financial Service Providers (FSPs); including banks, micro-finance institutions, mobile money operators and money transfer agents, in addition to using WFP’s in-house delivery platforms, SCOPE and Building Blocks. WFP Country Offices manage a range of beneficiary data sets originating from partner and WFP systems. Due to the degree of sensitivity concerning beneficiary personal data, it is critical that appropriate and supportive digital systems are available as needed by Country Offices to run cash-based-transfers operations securely and effectively.
WFP is seeking a Digital Solutions Officer to support the continued development and rollout of digital solutions for cash-based-transfers operations. This includes documenting business requirements, designing solutions to meet field-level challenges, engaging with relevant stakeholders and coordinating between internal and external development partners. The Digital Solutions Officer will contribute to maintaining the product backlogs for key cash-based-transfers systems and coordinating with partners to design, integrate and optimize aspects of digital systems used for cash-based transfers, beneficiary selection and verification, payment instrument tracking, secure file transfer, among others. The Digital Solutions Officer will also be responsible for engaging with programme implementers to help them setup the digital solutions they need and to help them troubleshoot challenges when they arise.

ACCOUNTABILITIES/RESPONSIBILITIES:
1.Identify, evaluate and prioritise cash-based-transfers digital systems requirements of its various clients, users and work streams;
2.Gather and validate business requirements following a Human-Centered Design (HCD) approach;
3.Collaborate effectively with WFP TEC to ensure the high quality of IT solutions, end-user support and compliance with WFP standards including architecture, security, technology stack, integration services and production service;
4.Engage with development partners to:
a.Communicate the product vision, clarify use cases and requirements, and resolve questions and issues that arise during development;

b.Perform quality assurance of digital solutions to confirm that they meet business requirements before being deployed;
5.Monitor and report on the progress of development projects, ensuring that projects are carried out in accordance with agreed standards, methods and procedures;
6.Support in the development of proof of concepts when required to demonstrate and verify new use cases;
7.Collaborate with WFP’s subject matter experts (field/operations staff) and systems developers to help drive the development and integration of systems to support business operations;
8.Deploy on mission as required to support, troubleshoot and oversee the piloting or rollout of digital systems;
9.Manage responsibilities using the SCRUM methodology and agile approaches to project management.

DELIVERABLES AT THE END OF THE CONTRACT:
1.Documenting business requirements for digital systems development and integration;
2.Maintaining product backlogs and overseeing the development of cash-based-transfers digital solutions;
3.Designing high-level systems designs and integration points for cash-based-transfers digital systems;
4.Overseeing digital systems testing and rollout;
5.Supporting the planning and facilitating of pilots of emerging digital systems;
6.Providing technical expertise as direct support to WFP and partner staff;

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University Degree, Advanced University Degree and/or training/experience in Computer Science, Information Systems Science, Systems Engineering, Business Administration, Corporate Finance;
Experience: 5 years or more of relevant progressive work experience in humanitarian or private sector (banking and/or IT). Experience with designing and implementing digital systems that support humanitarian cash programming. Intimate knowledge and background with WFP corporate systems is desirable.
Knowledge & Skills:
Microsoft Office, Tableau and database technologies. Baseline computer coding and product management methodologies and tools. Knowledge and experience with Agile and Scrum is desirable.
Languages: Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
