This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Provide direction and staff level oversight to civilian, military and local national employees who are responsible for integrating supply and service activities. Determine and program all necessary actions to plan, establish and developoverall logistics criteria and ensure allocation and proper use of prescribed resources. Disseminate new supply policy, procedures and directives received fromASC to appropriate subordinate staff. Resolve policy and procedural issues raised by installations and activities. Provide oversight of planning for organization within assigned AOS, by analyzing mission assignments, establishing program objectives and developing current and long-range plans andgoals for accomplishment of assigned functions. Exercise personnel management responsibilities through direct supervision of military and /orcivilian personnel and oversight of contractor personnel. Perform supply planning, manning, and resource management reviews to support reportingrequirements of the Brigade and HQ ASC.

One year trial/probationary period may be required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19. Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Visit Must pass anInitial and annual medical examination and receive/maintain up-to-date required immunization forthe overseas or deployed location. This position is designated as Emergency Essential (EE). The incumbent provides immediate andcontinuing support to combat operations and/or supports maintenance, repair of combat essentialsystems, and other logistics operations. Incumbent must sign DD Form 2365 and maintain medical, security, passport,performance, honorable conduct and overall fitness suitable for assignment to an austere andstressful combat environment. Position may require Temporary Duty (TDY) of any length including 6 months in duration or longer inCONUS or OCONUS in austere locations. TDY may be in remote and dangerous locations and livingconditions. May be required to perform duties under austere and potentially hazardous conditionsduring varied contingencies (humanitarian relief, exercises, national emergency, military operations,peace support operations, conflicts or war). Must be able to lift and carry moderate weights (40 lbs). May be required to wear appropriate personal protective equipment (PPE) such as arespirator, safety glasses, hearing protectors, special clothing, etc. May be exposed to excessive heat or cold, dust or fumes; confined spaces or restrictedaccess. Must obtain and maintain an official passport. Must successfully complete on-line computer based training and residential deploymenttraining, as applicable.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience: experience coordinating supply support operations; providing technical and administrative advice to maintain and improve logistics support; reviewing performance of supported installations and activities for technical proficiency, consistency and compliance with policies, procedures, and directives related to supply support operations; and resolving conflicts, resolving supply support operations policy and procedural issues raised by installations and activities.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
If you are a current, Federal employee, you must include your pay plan, series and grade in your work experience(s) on your resume submission and/or upload supporting documentation (within-grade increase SF50) to show that you meet time-in-grade requirement. In addition, if your step reflects, '00' you must include your current salary for each position.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information

RECRUITMENT/RELOCATION/INCENTIVE - May be requested through management and may be authorized up to 25% of base salary per year to be paid bi-weekly. Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
