Atkins Shanghai is looking for an experienced Project Manager to lead a team work.

We are looking for candidates with 15 plus years’ experience on large scale commercial projects. The ideal candidate will contribute to building our practice through managing teams, building client relationships, developing designs, possess a strong knowledge of China national code and demonstrate technical excellence. Role Responsibilities:

1. Organization and Planning

  • To prepare an organization chart for the project and to assign personnel to those positions, reporting directly to the Project Manager.(Authority: to act and obtain the Client Project Manager's approval.)
  • To initiate the preparation of the project master schedule, establishing the critical milestones and the relationship between the major activities.(Authority: to act and submit to the approval of the Client Project Manager.)
  • To initiate the preparation of the definitive capital cost estimate which, following Client's approval, will become the project control budget.(Authority: to act and submit to the approval of the Client Project Manager.)
  • To direct the preparation of the Project Instructions Manual, describing the procedures for the management and the execution of the project.(Authority: to act and to review with the Client in view of reaching consensus.)
  • To establish the manpower planning for the project team and corresponding services budget.(Authority: to act and to review with the Project team prior to submitting to the approval of the Client Project Manager.)
  • To direct the preparation and to review the job descriptions for each of his direct subordinates and to ensure that they, in turn, do the same for each of their subordinates.(Authority: to act.)
  • To review the final text of the agreement negotiated with the labor unions' representatives and to append the signature of the Project Manager to the Site Industrial Agreement for the Project.(Authority: to sign the Site Industrial Agreement on behalf of the Client, subject to having obtained the prior consent of the Client Project Manager.)

2. Controls

  • To ensure that the contractual obligations towards the Client are carried out in accordance with the terms of the services contract(Authority: to act, with the assistance of the QA Manager ensuring that the Project Instructions Manual covers the contractual obligations and that they are applied at all times.)
  • To ensure that the project objectives of quality, cost and time are clearly defined, communicated and met.(Authority: to act, and to report monthly on the project status with respect to the established objectives, and to recommend solutions to any problems that might be encountered.)
  • To ensure that the terms of the Site Industrial Agreement and the safety regulations are respected.(Authority: to obtain the punctual advice and necessary intervention of the Industrial Relations Consultant and to report promptly to the Client Project Manager on any incident which could have an adverse effect on the execution of the project and to propose corrective measures as required.)
  • To ensure that the relations with public authorities and professional associations conform with the laws and codes of ethics.(Authority: to act, in collaboration with the project team members and with the approval of the Client Project Manager.)
  • To manage the progress of the work (engineering, procurement, planning and controls, construction and pre-commissioning) by delegating responsibilities and authority to his direct subordinates.(Authority: to act, in accordance with the Project Instructions Manual, the project schedule and the control budget)

3. Quality

  • To ensure that the quality assurance procedures and program are prepared in the initial phase of the project and that the audits are carried out in accordance with the established QA program.( Authority: to act, in collaboration with the QA Manager.)
  • To ensure that the standards, criteria and procedures for quality control are established, communicated and followed by each discipline (engineering, procurement, planning and controls, construction and pre-commissioning).( Authority: to act and to report monthly to the Client Project Manager.)

4. Operations

  • To establish and maintain objective communications and relations with the members of the Client teams in order to ensure mutual satisfaction in the execution of the project.( Authority: to organize and direct the management and co-ordination meetings in accordance with a pre-established plan and to produce action oriented minutes of meetings punctually)
  • To ensure that the Managers of Engineering, Procurement, Project Controls, Construction Management and the Pre-commissioning have the necessary qualified personnel to accomplish their respective duties in accordance with the Project Instructions Manual and the project objectives.( Authority: to act, with the participation of chiefs of discipline of the business unit)
  • To participate in the analyses and evaluations of solutions to technical problems, as well as in the technical and commercial evaluations of bids leading to contract award for purchase orders and construction contracts required for the execution of the project.( Authority: to act, jointly with project team members and to submit the recommendations to the Client for approval.)
  • To visit regularly the construction site and the fabricating shops where major equipment is being fabricated in order to communicate the supporting interest of the project management team in the quality and timely execution of the work.( Authority: to act.)
  • To ensure that the Industrial Relations and Safety program is prepared, reviewed and accepted in the early weeks of the project in order to establish a climate favoring productivity and safety at the site.( Authority: to act, in collaboration with the Construction Manager and the Industrial Relations Coordinator.)
  • To ensure that the company achieves its budgeted profit in carrying out the project, all the time meeting the Client objectives for the successful execution of the project.( Authority: to act.)

5. Motivation

  • To establish and maintain a climate favorable to the application of ethical and professional practices in the choice of bidders and in the evaluation of bids from suppliers and contractors for the construction of the project.( Authority: to act.)
  • To train and assist his direct subordinates in their personal development.( Authority: to act.)
  • To evaluate the performance for each of his direct subordinates and to ensure that they, in turn, do the same for each of their subordinates.( Authority: to act.)
  • To enhance the working relationships amongst project team members, and with the Client team, by carrying out appropriate team building and information sessions during the course of the project.( Authority: to act.)

Qualifications:

  • More than 15 years of Modular/Mining experience and oriented more on commercial/management and schedule control, mainly interface with Client and Company's M&M
  • Chinese or foreign (fluent Mandarin & English)
