IT Project Manager - Cloud Tooling and Development (Lux)

We are seeking a highly skilled and experienced IT Project Manager to serve as a Product/Service Owner - lead the development and management of a squad that handle several internal services using AWS, Nexus, API Gateway. As part of our dynamic IT services team, you will play a pivotal role in ensuring the successful delivery and continuous improvement of the services, aligning them with the strategic objectives of Sopra Steria client.

Responsibilities:

Squad Vision and Strategy:

• Develop a clear and compelling vision for the AWS, Artefact Store(Nexus) and API Gateway Services, aligned with the goals and objectives of the public administration.
• Formulate and execute a strategic roadmap that outlines the evolution of the services over time, including their implementation on Public Cloud and Private Cloud technologies.

Stakeholder Engagement:

• Collaborate closely with internal stakeholders, including Technical Architects, Developers, Scrum Masters, and Business Owners, to understand their needs and gather feedback for continuous improvement.
• Establish strong relationships with external stakeholders within the public administration to ensure the Services meet their requirements.

Product Development and Management:

• Oversee the end-to-end Services development lifecycle, from ideation to implementation and maintenance.
• Work closely with development and architecture teams to prioritize features, enhancements, and bug fixes based on business value and impact.
• Ensure that all the up-to-date information are always available to the Operations team, so that they will be able to effectively respond to the most common incidents.

User Experience (UX) Design:

• In cooperation with the Architects, define UX/UI layouts to ensure the Services provide an intuitive and user-friendly experience for end users.
• Conduct end-to-end testing and gather feedback to refine and enhance the UX and the triggered processes.

Release Planning and Deployment:

• Develop and maintain a release schedule, coordinating with Development and Operations teams to ensure smooth and timely releases.
• Implement effective communication strategies to inform users about upcoming releases and changes.

Performance Monitoring and Optimization:

• Establish key performance indicators (KPIs) for the Services and regularly monitor and report on their performance.
• Implement optimization strategies to enhance the Services efficiency, scalability, and reliability.

Security and Compliance:

• Collaborate with security experts to ensure the Services adhere to industry best practices and comply with relevant regulations.
• Implement and maintain security measures to safeguard sensitive data and ensure a secure development environment.

Documentation:

•  Oversee and approve the documentation prepared by the Architects, including user guides, API documentation, and best practices, service operational procedures.

Qualifications:

• Bachelor's or Master's degree in Computer Science, Information Technology, or a related field.
• Min 5 years' experience as Project Manager working as Product Owner or Service Owner in a similar context.
• Proven experience in developing or managing services tailored for developers.
• Ability to ensure that the strategic objectives and product definitions of developer-focused services are aligned with the developers' vision and needs.
• Strong understanding of software development processes and methodologies.
• Software development or Services for Developers experience:  make sure the strategic objectives and product definitions of the services oriented towards developers align with their vision and needs.
• Strong understanding of public cloud basics (AWS).
• Strong understanding of Agile/Scrum/SAFe process and principles.
• Good understanding of DevOps or DevSecOps principles.
• Excellent communication and interpersonal skills.
• Ability to collaborate effectively with cross-functional teams.
• Fluency in English (written and spoken) is required; proficiency in any other European language is a plus.
• Familiarity with public administration processes and requirements is a plus.
