Supervisor, Operation Readiness (Production)

1. KEY OBJECTIVES

· Responsible for bringing the operation and maintenance experience, best practice, lesson learnt input to the project in EPC phases to ensure that the facilities are design according to the regulatory and company requirement, operation practice and operation standard.

· Work with project engineering to responsible in project deliverable related to operation and maintenance.

· Work with project construction, pre-commissioning, commissioning.

· Key member in hydrocarbon commissioning and plant start up.

· Key member in Offshore Operation Readiness and assurance (ORA) preparation.

· Responsible to achieve safe, cost-effective operation to meet production and reliability of supply targets within the envelope of SSHE requirements

· Efficient facility operation driving toward Best-in-Class operating/unit cost and facility performances.

· To ensure that the production systems are operated safely, in accordance with Work Instruction, Standard Operating Procedures and Guidance.

· To provide production skills and knowledge, to support the safe and efficient operation of the production systems in the field.

· Ensure that the process equipment and utilities are maintained safely, efficiently and with minimal environmental impact in accordance with current legislation, the PTTEP Management System and the Life Cycle Plan.

· Supervise contractors work as necessary to achieve the required work output for specific job completions.

2. PRINCIPAL ACCOUNTABILITIES

Project Phase

· Be an operation representative in project phases and act as asset owners to ensure that the facilities are designed and built to a desired standard.

· Ensure operation assurance and operation excellence are incorporated. Ensure operation and maintenance lessons learnt are adopted for design of new facility.

· Provide Operability and Maintainability input over the Project development and during EPC work to ensure that Operations and Maintenance requirements are incorporated into the facilities design (reviewing and approving Project deliverables as required).

· Ensure that operability, maintainability, ergonomic and health factors for both normal and abnormal operations, including pre-commissioning, commissioning, start-up and shutdown, and upset conditions are considered in the facilities design.

· Ensure P&ID reviews, HAZOP/LoPAs, Design Reviews, Model Reviews and other necessary Project Process reviews are adequately represented from the Operations and Maintenance perspective.

· Ensure that all technical, process safety and integrity management issues are properly resolved and that an appropriate Management of Changes (MoC) procedure is in place to ensure design changes are managed correctly.

· Ensure Start-up requirements are identified and incorporated into the process design and execution strategy/schedule.

· Ensure the development of the Operations & Maintenance Philosophy of Onshore gas plant including to Remote control system requirements of Offshore facilities which will be monitored and controlled remotely by Onshore gas plant. Align with PTTEP existing operating assets to integrate new facility into existing operation and maintenance system.

· Provide deep knowledge of the process Inside-Out and the way the plant will be operated by the Owner.

· Develop Detailed operating and maintenance manual/procedure/guideline prior entering operation phase.

· Be the mentor and guide junior staff competency development program including operational staff recruitment.

· Operation Readiness and Assurance (ORA) Preparation including operating procedure, start-up procedure, start up and spare part material.

2.1 PRINCIPAL ACCOUNTABILITIES

Operations Phase

· Ensure achievement of the production targets.

· Ensure that the Company SSHE policy is effectively implemented and that corrective measures are taken in a timely manner.

· Effectively maintaining internal and external communications with a broad variety of engineering disciplines and management

· To perform individual performance appraisals and development reviews and participate in recruitment, training and development of line employees in the group.

· Administration, preparation and coordination of operations and maintenance related mandatory PTTEP reports.

· Have knowledge of all limitations to the technical integrity of the facilities and be conversant with all inspection activities required to maintain facility integrity.

· Responsible for mentoring and development of operations and maintenance staff at site.

· Set the level of quality expectations for ongoing development, updating and implementation of maintenance and operational procedures and work instructions pertaining to the maintenance group. Including monitoring of all personnel and activities to ensure compliance with the relevant procedures.

· To operate production systems and associated utilities in a safe and controlled manner with minimal environmental impact and in compliance with legislation and operations procedures and instructions.

· To be responsible for developing and implementing quality procedures and systems, and for generating and reporting relevant KPI’s.

· Authorized to approve or reject any request for vessel to come alongside the facilities.

· Final approval of the JHA and site-specific procedures.

· Perform task as delegated by Supervisor.

· Identify necessary corrective work or improvement required for equipment, including process and integrity and to arrange/ coordinate with relevant party to raise the necessary Work Orders for any fault rectification or improvements made.

· Assist the Onshore Support team in the development of appropriate maintenance, inspection and testing regimes for equipment and systems. This work will be carried out in conjunction with normal production operations.

· Liaison with Onshore Support team with respect to facilities optimization and integrity assurance.

3. SAFETY RESPONSIBILITIES

· Acts as part of Damage Control and Emergency Response Team during an emergency situation

· Shared responsibility for the health, safety and welfare of all persons at the Operations Site, including staff, contractors and visitors and for local environmental safety.

· Manage the activities and operational work program as supervised by the appropriate Superintendents & Supervisors. Ensuring that the operations and maintenance activities are performed in accordance with the applicable Management System, PTTEP Policies, Procedures, work instructions and regulatory requirements.

· Motivate, consult with, and ensure the participation of the maintenance team and visiting contractors, in the ongoing development and implementation of safety at the workplace.

· Ensure that all contractors and vendors who perform standard and specialist work in the field are made aware of their responsibilities for managing health, safety and emergency response.

· Ensure regular inspections and all maintenance requirements are performed on Process equipment and Emergency Shut-down Systems.

· Actively promotes SSHE, manages SSHE risks and shares learning’s. Ensures that the risk/control framework in his team is effective.

· Implement a safe and healthy work environment at sites during operations, maintenance and projects execution and ensure compliance with SSHE standards and legislation.

· Regularly audit/inspect sites to ensure adherence to statutory & Company's standard.

· Authorized to stop any ongoing work or activities if situations is deemed unsafe or activities not conducted within the HSE guidelines or company requirements

4. QUALIFICATIONS AND EXPERIENCE

· Technical Diploma in related field

· Broad technical knowledge of offshore and onshore oil and gas operations

· Familiar with the Malaysian offshore and onshore regulations regarding oil and gas operations

· In depth understanding and experience of Onshore Midstream or Refinery operations

· Essential knowledge on high H2S sour service and CO2 relevant to design and/or operation.

· Excellent communication and presentation skills with demonstrated ability to communicate at all levels in the organization.

· Stakeholder Management skills - Proven ability to build strong working relationship with internal and external parties.

· Fluent in English Language.

· Demonstrate a high level of interpersonal skills and integrity.

· At least 10 years of experience in Oil & Gas operating field (SEA preferable) withat least 5 years as Team lead role (Supervisor).

· Certified competent in Management of Major Emergencies , eg OPITO, MOME.

· Possess relevant SSHE accreditations eg PTW , HUET , BOSIET , AGT CS . AESP CS.
