Penerangan Pekerjaan - Senior Vice President, Talent Acquisition & Employer Branding

Job Purpose

Lead and direct the organisation's Talent acquisition (TA) and Employer Branding team to effectively source, engage and attract best talent at the professional level for Prasarana Group's business thus enabling the delivery of the company's Talent short-term and long-term strategies.

Job Description

  • Define the talent acquisition philosophy and approach for the organisation and act as a custodian of the TA process that will enable the delivery of the company's long term and short-term strategies and support key organisational goals, business continuity and employer branding targets.
  • Lead and oversee the develop of strategies, process, and policy designs, as it relates to all aspects of talent acquisition including employment branding, sourcing, assessment and onboarding in line with Prasarana's business strategies and organisational context. Partner and develop key relationships with business leaders, internal hiring managers, hiring teams, HR partners and other stakeholders to recommend and successfully implement innovative and effective recruitment strategies.
  • Direct and guide the TA team to develop and implement recruitment initiatives/projects and activities including providing expertise in senior and top management talent searches in a broad range of disciplines in collaboration with search providers and/ or directly managing the full process to meet the talent sourcing demand from the organisation. Coach and guide senior and top management in Prasarana Group to fill up the senior and top management positions.
  • Advise and educate hiring managers regularly on the state of the employment market including remaining current on business competitors, the talent market conditions, talent supply and skills demand, compensation trends, and recruiting intelligence for hiring managers to acknowledge factors that could impact their operations and determine appropriate measures. Demonstrate expert knowledge in relevant jurisdictional employment law, regulations and policy affecting resourcing including international sourcing.
  • Build and manage a talent pipeline and assess organizational talent requirements and trends that includes understanding the demand for skills and talents and identifying, tracking and staying connected with prospects and candidates in anticipation of future organisation needs.
  • Develop forward/ strategic thinking and building network/ relationship by collaborating with certain industries/ education sector to build the talent pipeline.
  • Direct the development of employment branding to advance Prasarana Group's market position and organisation culture to attract quality candidates. Create a positive candidate experience and strong customer service orientation from managing candidate communities to maintaining relationships for non-selected candidates.
  • Lead and manage the development of hiring platforms for multiple employment types e.g., permanent, contract, temporary and gig with the aim to source better talents effectively and efficiently in line with business needs. Oversee vendor assessment and selection, contract negotiations, service level agreement design and strategic vendor performance management for outsourcing/ third party recruitment activities to ensure consistencies and cost efficiency among the business units.
  • Oversee the recruitment cost and collaborate effectively with internal and external stakeholders. Regularly lead continuous improvement efforts and evolve talent acquisition products, services, and tools, improve the efficiency of the process.
  • Collaborate with and engage key stakeholders in strategic planning and execution to address business issues or inquiries and to support Talent Acquisition and other talent retention initiatives.
  • Build credibility and consult with senior management on a variety of TA issues including building mechanisms to assess and monitor the success of TA process to achieve continuous improvements.
  • Act as the lead TA expert to advise and support the business leadership and HRBPs, ensuring the processes are effective and efficient in line with HR strategy
  • Drive the development of TA team that will be able to contribute towards high performance delivery as per targets. Role model and provide leadership, coaching and guidance to subordinates to ensure they internalise the right behaviours, mindset and capabilities required by the organisation.
  • Design and oversee controls plan in ensuring compliance to SOP, policies and guidelines across the business units and corporate support functions in Prasarana Group. Monitor and ensure adherence in ensuring full compliance to controls that are set in the plans.

Job Requirements

  • A bachelor's degree in Human Resource, Business Administration or similar field of study with at least 8 years minimum experience
  • At least 5 years of experience working with business stakeholders within a cross-functional matrix environment
  • Intermediate level of proficiency with MS Excel, MS PowerPoint and SharePoint with experience presenting to stakeholders and / or Senior Leadership
  • Familiar with Project Management tool
