Job Description:

Ensure legal compliance and governance for pharmacy services: -
• Ensure full compliance to legal and MOH requirements with regards to keeping, control, distribution, retailing, dispensing and compounding of poisons / pharmaceutical products, Dangerous Drugs and Psychotropic Substances. Uphold laws regulating the practice of pharmacy.
• Assist in the Pharmacy and Therapeutics Committee, the Hospital Management and Pharmacy team in establishing and reviewing hospital policies and procedures in relation to pharmacy services which are in-line with the regulatory requirements and medication management standards.

Manage the pharmacy operational services (outpatient, inpatient and ward stock pharmacy services) effectively and efficiently to serve the needs of patients to meeting business objectives:
• Consistently demonstrating work output expected from the required level of professional competence and performance for the job, and in compliance with relevant laws, regulations and accreditation standards.
• Work cross-functionally with other departments to resolve inefficiencies in inter-departmental workflows and improve operational effectiveness; in order to ensure coordinated plans of treatment, customer-focused care and cost-effective utilization of services.
• Implement appropriate workforce planning to operate, monitor and supervise the operational services of the department. Allocate and assign staffing to respond to continual changes in patient population / census load and provide the best level of pharmacy care while identifying savings opportunities.
• Drive process improvement initiatives via continuous analysis, improvement and innovation to raise care, service and operational standards.

Assist the Pharmacy Team in service development and implementation as well as in establishment of effective and efficient operations system, in order to achieve departmental financial and service goals:
• Formulate and timely implement business plan and operations strategies for pharmacy services, in line with the hospital strategic plan, and the changing market trends and requirements.
• Perform market analysis and periodical price review to ensure business competitiveness.
• Coordinate the planning, review and monitoring of identified pharmacy projects (e.g. hospital expansion, automation implementation), including making recommendations on functional, operational, technical and/or financial (e.g. on capital expenditure, operational budget) requirements, ensuring compliance to regulatory, licensing and accreditation requirements. Provide advisory input on pharmacy requirements for new hospital projects prior to engagement of local management team.
• Assist in the implementation of digital, automation and/or technological advancements or innovations into pharmacy services, ensuring desired improvement outcomes in safety, efficiency and financial metrics are met or exceeded. Monitor and evaluate performance metrics and continuously review for improvement opportunities to execute.

Supervision of work performed by other employees in the department according to standards of performance.
• Lead and manage the unit pharmacists and team members to provide the highest quality of service in compliance with established standards of performance, department policies and procedures, and regulatory requirements.
• Provide technical leadership, particularly in own specialized areas, to the department team members through clinical and administrative meetings/discussions with them to maintain high standard of service.
• Work with superior to set performance goals and objectives for the team members and complete the appraisal / confirmation activities.  Lead, coach and engage the team members to achieve set targets and improve performance.  Take on other staffing functions as and when required e.g. work on job descriptions, rostering, provide counsel and uphold discipline and rules and verify claims.

Job Requirement:

• Degree in Pharmacy recognized by Pharmacy Board of Malaysia.
• Additional qualification in pharmacy management, supply chain or equivalent technical knowledge or know-how acquired on-the-job is an advantage. 
• Registered Pharmacist with the Pharmacy Board of Malaysia with current Annual Retention Certificate and valid Type A license.
• 7 years of working experience as a pharmacist; with up to 4 years at an increasingly responsible executive level position
• Demonstrated knowledge of quality improvement, clinical care delivery processes, staffing and budgeting
