Penerangan Pekerjaan - Assistant Manager/Deputy Manager Expenses Management

The candidate would be expected to provide overall support over the Company’s expense management processes, including Planning, Forecasting, Budgeting, Analysis & Reporting, maintenance of key systems and processes surrounding expenses management. The incumbent is expected to have strong experience in forecasting, budgeting and planning, with good knowledge of controls and procedures for expenses management - key controls over the expense’s management processes would be required to be established / maintained. There will be various interactions with parties external to the Company, including internal and external auditors, Bank Negara officials and Regional Office representatives. The incumbent is also expected to have good communication skills, strong networking ability to positively influence counterparties and possess the character to provide deliverables within stipulated timelines.

Key Accountabilities and Performance Measures :

1. Coordination of the annual budget process, forecasting, business plan (expenses) and ensure the process is rigorously implemented and communicated within the company.

  • Timely and accurate submission of the consolidated annual management expenses budget, forecasting and business plan per regional and internal submission deadline.
  • Perform analytics on submissions and provide recommendation for changes where necessary.
  • Build Company overall budget targets.
  • Coordination with head of division or their proxy for targets to achieved.

2. Ensure expenses targets are met and managed within the budget and authority limit.

  • Provide monthly divisional expense report to all divisions. Analytics are expected to be built into these to allow for effective communicating of spend results.
  • Design and maintain key expense ratios of expense to ensure that expense are appropriately managed according to reasonable expectations. These include expense ratios that are submitted to regulatory bodies.
  • Provide a consolidated view of expense to Board of Director, CEO, Exco, Director of Finance and Head of Finance Operations on regular basis. Analytics are expected to be performed to ensure key understanding of overall expenses is achieved. This is particularly crucial as it would be used for making key business decisions.

3. Improving the efficiency of the budgeting, forecasting and business plan process

  • Help establish/improve the current budgeting, forecasting and business plan process flow.

4. Conduct key expense study (together with the Actuarial division).

  • In ensuring that the Company’s expense are adequately in line with expectations of new businesses and in-force certificates, periodic expense study would be carried out together with the Actuarial division.

5. Reporting and analysis

  • Monthly monitor and provide the latest internal full year forecast against YTD actual spending and saving monitoring status for any potential room of Cost saving for management for decision making and support on EEV monitoring.
  • Support respective relevant reports (cost management report) for business performance review and monitoring.
  • In charge in preparing expenses relevant reporting on monthly basis or when required.

6. Other process improvement

  • Develop/improve on monthly expenses and budget analytics review.
  • Develop/improve current payment invoices process which not limited to related party transactions.
  • Develop/improve the reconciliation process between general ledger and payable subledger and vendor ageing.
  • Develop/improve the provision/accrual process.

7. Provides support to the Manager and Senior Manager, Finance Operations by providing supervision of, oversight of and leadership to the Expense Management team.

  • Provide guidance and coaching to the team in terms of process and control best practices.
  • Help establish a working culture which places strong emphasis on risk management and producing accurate results on a timely basis.

8. Provide risk management support to Manager and Senior Manager, Finance Operations.

  • Help establish and/or maintain risk management practices within the expense management process, in line with the various risk and compliance guidelines as released by the corresponding section in the Company.

9. Other ad-hoc activities deemed necessary to support Finance functions.

  • As and when required, the candidate may be required to provide support to other functions within the Finance division. Such requests would be initially assessed for its appropriateness by the management and would be of a nature such that no unreasonable demands are made of the candidate, and with expectations that is reasonable given the circumstances.

Qualification and Experience:

  • Minimum degree level, preferably in Accounting & Finance or Economics, with minimum results of Second Class Upper, CGPA of 3.0 or their equivalent.
  • The candidate would also hold professional qualification from ICAEW, ACCA, CPA, MICPA or their equivalent.
  • Minimum 4 years’ experience in finance & accounting including managerial level, with demonstrated ability to lead a team of subordinates. Priority will be given to candidates with auditor experience or/and insurance and/or takaful experience who are fluent with local statutory guidelines and financial reporting standards.
