Contracts SpecialistWe are currently based at KL Eco City, Malaysia.
Role Purpose
Contracts Specialist are responsible for managing low risk and/or small-size contracts and supporting commercial / contracts negotiations in an autonomous manner. Typically assigned to assist a Contracts Manager. Contracts Specialist personnel perform a key role in the Project Contracts Team or Corporate Contracts Team. They bring together contractual, commercial and technical knowledge in order to provide contractual and commercial guidance to the project team and/or corporate team for the benefit of the wider organisation.
Key Accountabilities
1. Contract Management & Administration- Support line management for corporate / project contracts team for contracts with responsibility for management of logs and files (both in terms of a central database and hard copy filing systems as required incl. organising and maintaining the accuracy of information therein) in a systematic manner to allow for easy access.
2. Pre-Contract Execution & Post Contract Execution - Assist the pre client contract award i.e., during pre-FEED / FEED as well as during the proposal phase for seeking proposals from subcontractors. Post client contract award, preparation of RFQs/RFPs for low risk and/or small-size contracts, and work on them independently. To monitor the prequalification of new subcontractors as well as revetting of existing or expired subcontractors within the MODEC approved list of subcontractors.
3. Contracting & Negotation - Skills lead negotiations and manage low risk contracts. Exposure to negotiations and drafting of low & medium risk contracts. Drafting of internal approval sheet and obtaining the various levels of approval for all contracts. Responsible for managing low risk and/or small-size contracts and supporting commercial / contracts negotiations.
4. Contract Administration - Post award subcontract management, drafting and/or review and approval of subcontract notices, amendments, change requests and change orders formalization of subcontract closeout.

6. Financial Exposure - Handles contracts that are less than USD 3-5 Million in value in an independent role from bidding to contract award to contract administration as well as its closeout.
7. Data Analysis & Management - Ability to handle large amount of data set and interpret the correlations amongst them and discern patterns and relations. Responsibility to run reports and generate commercial data sets.
8. Stakeholder Management - Commencing to interact with external stakeholders. Effectively leading engagement opposite contractors for small-size (value, risk, complexity) contracts. Strong internal networking skills. Frequent interaction with peers. Confidently works in team.
9. Reporting Structure - Typically assigned to assist an FPSO Project Contracts Manager or a Corporate Contracts & Commercial Manager. May be assigned to assist with other commercial / contracts activities within the MODEC Group. This means that the Position holder will plan and execute tasks on an assigned activity basis, or as directed by FPSO Project Contracts Manager or a Corporate Contracts & Commercial Manager. (a) Administratively and functionally reports directly to the Contracts & Commercial Head of Department. (b) Operationally reports to a line Contracts Manager, as assigned by the Contracts & Commercial Head of Department.
Qualifications
(a) Tertiary Graduate / Bachelor’s Degree in a relevant area such as Law, QS (Quantity Surveying), Engineering, Business / Master’s Degree in a relevant subject such as Construction Law, Business Administration or Economics will be of value. Law and contract law as part of academic studies is preferred.
(b) Minimum 5-7 years relevant experience (demonstrable under contracts and/or commercial).
(c) Knowledge of technical, contractual and commercial disciplines connected with Engineering, Procurement and Construction (“EPC”) projects.
Preference & Advantage:
(i) Experience in the offshore oil & gas industry or upstream oil and gas experience working for owner and contractor organisations in a project delivery environment.
(ii) Experience in vessel chartering and/or offshore construction / installation (even if limited).
(iii) Experience in EPC Contracts, Engineering, fabrication / construction contracts, transportation and installation contracts and commissioning contracts.
