Development Lead (Pre-Development) (SM)

1. Strategic Development Planning

• Lead township and mixed-use development planning from concept to completion.

• Evaluate land acquisition and development opportunities, including feasibility studies and highest & best use analysis.

• Develop and execute overall development strategy aligned with company growth objectives.

• Formulate project development schedules, phasing plans, and an implementation roadmap.

• Monitor market trends, customer demand, and competitor developments.

2. Project Development Management

• Oversee full development lifecycle, including: Land planning, Master planning, Design development, Authority submissions & approvals, Infrastructure planning, Construction coordination, Product launch readiness

• Ensure projects are delivered on time, within the approved budget, and to the quality standards.

• Track project milestones and resolve execution bottlenecks.

3. Consultant & Stakeholder Management

• Lead and coordinate external consultants including: Architects, Town planners, Engineers, Surveyors, Environmental consultants, Legal advisors

• Manage relationships with local authorities, utility providers, and government agencies.

• Present development proposals to internal management and approval committees.

4. Financial & Commercial Oversight

• Develop and manage project development budgets and cashflow forecasts.

• Monitor development costs and value engineering opportunities.

• Work closely with Finance and Commercial teams on project feasibility and profitability.

• Ensure achievement of project IRR, margin, and revenue targets.

5. Risk, Compliance & Governance

• Ensure compliance with statutory requirements, planning regulations, and development approvals.

• Identify project risks and implement mitigation plans.

• Ensure proper governance, documentation, and approval processes.

• Monitor ESG and sustainability requirements where applicable.

6. Leadership & Team Management

• Lead and mentor development executives and project teams.

• Build internal capability and succession pipeline.

• Foster cross-functional collaboration with: Project Management, Sales & Marketing, Finance, Legal, Procurement, Customer Service
