Penerangan Pekerjaan - Director, PMO, Assets & Systems

Our client is a large transportation group in Malaysia and they are looking for a Director, PMO, Assets & Systems.


This role leads the
strategic management, optimization, and innovation of all physical and
technical assets across the rail network, including rolling stock, tracks,
stations, depots and Park & Ride facilities, ensuring safety, reliability,
lifecycle value, and regulatory compliance. The role is pivotal in driving
digital transformation, implementing enterprise asset management systems, and
delivering technical enhancements that add tangible value to the entire system.
Responsible for overall Park & Ride revenue collection, maintenance and
management of Park & Ride operators.



Responsibilities:

Strategic
Asset Management

  • Develop,
    implement, and continuously improve asset management strategies and processes.

  • Oversee
    the full asset lifecycle from acquisition and commissioning to operation,
    maintenance, and decommissioning, ensuring optimal performance and
    cost -effectiveness.

  • Use
    Asset Management systems to enable asset condition monitoring, data -driven
    decision -making, and improved governance.

  • Manage
    and monitor rail systems related issues via investigation and audit. Manage
    with the project team during the Defect Liability Period for transition and
    resolution of issues.

  • Develop,
    analyze and implement strategic plans, programs, policies, processes, systems
    and procedures to achieve the Asset Management Department’s goals, objectives and
    work standards. Provide status updates to the Director and Leadership Team via
    the weekly dashboard updates and issues list.

  • Direct,
    strategize and oversee asset management activities for rail, feeder bus and
    systems, and other related activities such as pre -inspection and handover,
    audits, meetings, evaluation of asset performance and related items.

  • Manage
    and monitor feeder bus and systems related issues via investigation and audit.
    Collaborate with the project team to close out outstanding issues and open
    items during the defect warranty period.

  • Ensure
    effective implementation of effective compliance controls including policies,
    procedures, and processes.

  • Monitor
    asset performance via analysis of monthly reports.

  • Monitor,
    interpret and communicate regulatory changes that impact rail assets.

  • Supervise
    the analysis and review of documentation related to operations, engineering and
    maintenance of rail assets.

  • Work
    closely with stakeholders e.g., operators, PDP, WPCs, regulatory bodies,
    government agencies, local authorities and other divisions in the company.

  • Evaluating
    budget for overhaul, maintenance activities and system renewals of rail assets.

  • Carry
    out continuous risk assessment of all asset -related activities.

  • Establish
    rail asset performance audit plan and carry out rail asset performance audits
    to ensure that compliance procedures are followed.

  • Manage
    and monitor asset configuration change management procedures and processes.

  • Develop
    subordinates’ technical and asset management capabilities.

  • Monitor
    the administration of license and permit related documents, such as
    applications, renewals, checks and licenses.

  • To
    support the implementation of the ABMS and comply with the requirements of
    anti -bribery controls implemented by the company as well as to refrain from
    getting involved in any corrupt practices.


Technical Value Creation
  • Identify and execute value -add initiatives, such as technical upgrades, digital
    transformation projects, and process innovations that enhance asset
    reliability, efficiency, and sustainability.

  • Champion
    the use of technology with data -driven approach to minimize downtime and extend
    asset lifespan, for example implementing dashboards and perform predictive and
    condition -based maintenance strategies.

  • Collaborate
    with engineering, operations, and DTI (Digital, Technology and Innovation)
    teams to ensure seamless integration of new technologies and systems.

  • Business
    partner with various business units to roll out roadmap and deliver business
    improvements e.g. implementing Enterprise dashboards.

  • Implement various
    digitization initiatives to improve manual business processes e.g. myAsset app,
    ET app, etc.


Operation Excellence
  • Monitor
    and report on key performance indicators related to asset reliability,
    lifecycle cost, and service quality.

  • Ensure
    compliance with safety, regulatory, and environmental standards across all
    asset management activities.

  • Oversee
    the development and maintenance of comprehensive asset inventories and data
    quality standards.


Leadership & Stakeholder Engagement
  • Lead, mentor, and develop multidisciplinary teams responsible for asset management,
    technical projects, and value -add initiatives.

  • Serve
    as the primary liaison with internal and external stakeholders, including
    regulators, contractors, and technology partners.

  • Foster
    a culture of innovation, collaboration, and continuous improvement within the
    asset management function.


Commuter Facility Operations
  • Oversee the management, operations, and maintenance of designated commuter support facilities.
  • Coordinate and manage external service operators to ensure operational efficiency and service delivery standards are maintained.

Infrastructure Protection and Asset Safeguarding
  • Oversee compliance and governance relating to protected operational corridors and controlled development areas, including the review and endorsement of third -party engineering and development activities.
  • Coordinate with relevant stakeholders and applicants to ensure submissions, technical evaluations, and approvals are managed in accordance with established regulatory and operational requirements.
  • Monitor and maintain designated reserve boundaries and controlled access areas through periodic inspections and site oversight activities.
  • Assess and manage potentially high -impact or restricted works activities to ensure appropriate safeguards, monitoring measures, and risk controls are implemented to protect operational integrity and public safety.
  • Liaise with relevant authorities and regulatory bodies on compliance matters, reporting requirements, and ongoing coordination activities.


Requirements

  • Bachelor’s
    or Master’s degree in Engineering, Asset Management, Business Administration,
    or related field.

  • Strong
    track record in delivering digital transformation and technical value -add
    initiatives.

  • Familiarity
    with ISO standards, condition -based maintenance, and regulatory frameworks for
    transit assets.

  • Excellent
    leadership, communication, and stakeholder management skills.

  • Strategic
    and analytical thinking.
