PURPOSE OF THE JOB:

  • Lead, manage and ensure projects are executed safely and within approved costs, time and quality.
  • Lend support to the Northern Region CEO and collaborating with other EXCO Committee on key aspects of development projects through contribution in various management processes.
  • Manage relationships with local regulatory & statutory authorities, communities and customers.
  • Communicate and ensure compliance with corporate strategies, philosophies and advice from Executive Committee and governance bodies such as Audit and Tendering & Procurement Committee.
  • Represent and safeguard the Paramount Property brand, ethos and reputation.
  • Direct and oversee the operational aspects of the diverse functions within project delivery.
  • Establish project management functional capabilities (standards, processes and systems) that are consistent with business objectives, comparable to best-in-class industry norms and attest to standards of excellence personified by the Paramount Property brand.
  • Empower and groom a team of Project Managers into an engaged and high-performing unit.

 

KEY RESPONSIBILITIES & ACCOUNTABILITIES:

  • Advise Northern Region Chief Operating Officer on key external and internal developments, market and industry trends relevant to the business and to mitigate implications to operations.
  • Refine and institutionalize project management capabilities including templates and methodologies covering the project lifecycle (initiation, planning, execution and close-out).
  • Refine and institutionalize project management reporting across all projects including tracking of Key Performance Indicators (KPIs) and Risks.
  • Refine and strengthen the relationship of project management function with other functions.
  • Support other department/function in planning and monitoring of various pre-construction activities including providing relevant information for preparation of marketing collateral, customer purchase agreement, timely approval from authorities, selection of vendors and timely award of contracts.
  • Plan, execute, monitor and review all operational activities to ensure property development projects are delivered safely and within approved costs, time and quality.
  • Lead and direct the consultants and contractors working towards the projects’ objectives. 
  • Maintain collaboration efforts with project management team in other region to ensure up-to-date knowledge transfer and cross-region sharing.
  • Ensure a collaborative and joint problem-solving approach between other functions on day-to-day issues concerning quality, cost and time that arise during ongoing construction.
  • Enforce strict project implementation standards covering time, safety and quality.
  • Provide regular project portfolio updates to the EXCO Committee. These updates should articulate (among others) key cost, quality and timeline related risks, pro-active risk mitigation actions and progress against actions undertaken.
  • Ensure thorough inspection of all work prior to authorizing billing milestones to Sales Administration.

 

DESIRED QUALIFICATION, SKILLS & EXPERIENCES:

  • Degree in Civil or Structural Engineering or related field.
  • A matured professional with a minimum of 15-18 years of work experience in township or condominium development.
  • Solid project management experience with track record of success in managing a business or delivering significant projects.
  • Experience in building a scalable, multi-project portfolio delivery model and contribution to growth of business.
  • Demonstrated experience in building and developing a strong and successful team.
  • A Professional Engineer who is registered with the Board of Engineers Malaysia.
